Position Overview:

The State of Oregon is pleased to announce a vacancy for a Systems Application Consultant (Information Systems Specialist 7). This position encompasses a combination of strategic planning and technical proficiency, leading the development or selection of applications, as well as their implementation, training, and user assistance to ensure that the agency effectively utilizes tools to fulfill its operational needs.

Key Responsibilities:

  • Manage the advanced customization, integration, and upkeep of applications and business processes to address intricate business demands.
  • Collaborate with the Information Services team and agency personnel to guarantee continuity and satisfaction with all associated tools and enterprise systems.
  • Ensure the high availability and dependability of support-related applications to avert downtime that could impact customer interactions.
  • Formulate and implement a comprehensive strategy for the deployment of enterprise applications and tools.
  • Engage in communication with various external organizations (State, County, Federal, private).
  • Design extensive training programs and mentorship initiatives to promote a culture of continuous learning and self-sufficiency among users.
  • Lead and/or contribute to system projects to ensure that project benefits and deliverables are achieved in alignment with Enterprise and Agency strategy and policy.

Minimum Qualifications:

Six (6) years of experience in information systems with a focus on application development;

OR

An Associate's degree or higher in Computer Science, Information Technology, or a related field, OR completion of a two (2) year accredited vocational training program in information technology or a related field;

AND

Four (4) years of experience in information systems with a focus on application development.

OR

A Bachelor's degree in Computer Science, Information Technology, or a related field;

AND

Two (2) years of experience in information systems with a focus on application development;

OR

A Master's degree in Computer Science, Information Technology, or a related field may substitute for all of the above.

Desired Attributes:

Expertise and demonstrated experience in:

  • Microsoft Office 365 services (e.g., Microsoft Teams, Outlook, OneDrive, Power Apps, Power Automate, Power BI, SharePoint, etc.).
  • Application development.
  • Requirements gathering and implementation of large-scale applications.
  • Monitoring IT systems and administering security controls.
  • Vendor and relationship management, including contract administration.
  • Complex communication, coordination, and collaboration with both technical and non-technical staff.
  • Translating organizational mission, vision, and values into technology systems.
  • Training end-users on software tools.

Additional Information:

  • The salary listed is the non-Public Employee Retirement Systems (PERS) qualifying salary. If the successful candidate is PERS qualifying, the salary will reflect the 6.95% increase.
