Mission:

Quantum Research is on the lookout for a Program Support Analyst in Information Technology. This role will be integral to the Cyber Security Operations Center, providing essential support for our Corporate IT and cybersecurity initiatives overseen by our Corporate CIO.

Key Responsibilities:

  • Design and implement Earned Value Management (EVM) systems and tools to monitor project performance effectively.
  • Track and report on EVM performance indicators, including Cost Performance Index (CPI), Schedule Performance Index (SPI), and baseline metrics.
  • Develop and sustain Work Breakdown Structures (WBS) while overseeing related schedules and financial data.
  • Familiarity with government reporting formats such as Program Management Plans, Contractor Funds and Status Reports (CFSR), and Integrated Program Management Data and Analysis Reports (IPMDAR).
  • Collaborate with Finance, Contracts, Procurement, and Development teams for comprehensive planning and reporting.
  • Establish and implement data management collection methodologies.
  • Analyze collected data to identify improved strategies for executing corporate objectives.
  • Assess program requirements based on analyzed data.
  • Manage Change - Ensure thorough documentation of all program modifications and outcomes.
  • Conduct data validation and enforce quality control protocols to guarantee program success.
  • Assist in developing budgetary controls and financial management processes for designated programs.
  • Maintain and analyze data and statistics to drive process enhancements in IT and Business Systems.
  • Support IT-related procurement initiatives.
  • Foster and maintain vendor relationships.
  • Proficient in SharePoint, Teams, Office 365, and Project.
  • Engage in program planning discussions.
  • Generate reports and performance metrics for senior management.
  • Perform additional duties related to IT contractual objectives and the company's mission.

Qualifications:

  • Bachelor's degree in Computer Science or a related STEM/Business MIS or Finance discipline.
  • 3-4 years of experience in IT or Business analytics may substitute for a degree; technical certification is advantageous.
  • Experience managing budgets, quality control, and procurement of goods/services is a plus.
  • Familiarity with EVM tools such as Deltek Cobra or similar solutions.
  • Understanding of the solution lifecycle from inception to operational deployment.
  • Strong technical documentation capabilities, both written and visual.
  • Ability to influence stakeholders and identify optimal solutions.
  • Robust analytical and quantitative skills to deconstruct and convey complex issues, ideas, and troubleshooting solutions.
  • Capacity to establish and monitor metrics related to key performance objectives and service levels, providing support to program and senior management.
  • Eligibility to obtain and maintain a DoD Clearance when necessary.
