Mission:

Quantum Research is in search of an Information Technology Program Support Analyst. This role will be integral to the Cyber Security Operation Center services, providing support for Corporate IT and cyber-related initiatives under the guidance of our Corporate CIO.

Key Responsibilities:

  • Design and implement Earned Value Management (EVM) systems and tools to monitor project performance.
  • Track and report on EVM performance indicators, including Cost Performance Index (CPI), Schedule Performance Index (SPI), and baseline metrics.
  • Develop and maintain Work Breakdown Structures (WBS) while overseeing related schedules and cost data.
  • Familiarity with government reporting formats such as Program Management Plans and Integrated Program Management Data and Analysis Reports (IPMDAR).
  • Collaborate with Finance, Contracts, Procurement, and Development teams for effective planning and reporting.
  • Establish and execute data management collection methodologies.
  • Analyze collected data to enhance corporate strategies and practices.
  • Identify program requirements based on data analysis.
  • Manage change effectively, ensuring all program modifications are thoroughly documented.
  • Conduct data validation and implement quality assurance measures to ensure program success.
  • Assist in developing budgetary controls and financial management processes for specific initiatives.
  • Maintain data and statistics to drive process improvements in IT and Business Systems.
  • Support IT-related procurement requests.
  • Foster and maintain vendor relationships.
  • Utilize tools such as SharePoint, Teams, Office 365, and Project.
  • Engage in program planning discussions.
  • Generate reports and performance metrics for senior management.
  • Perform additional duties as they relate to IT contractual objectives and the company's mission.

Qualifications:

  • Bachelor's degree in Computer Science or a related STEM/Business MIS or Finance field.
  • 3-4 years of experience in IT or Business analytics may substitute for a degree; technical certification is advantageous.
  • Experience managing budgets, quality control, and procurement of goods/services is a plus.
  • Proficient in Earned Value Management Systems (EVMS) such as Deltek Cobra or similar solutions.
  • Understanding of the solution lifecycle from inception to operation.
  • Strong technical documentation skills, both written and visual.
  • Ability to influence stakeholders and identify optimal solutions.
  • Excellent analytical and quantitative skills, capable of breaking down and communicating complex issues.
  • Ability to establish and monitor metrics related to key performance objectives and service levels.
  • Eligibility to obtain and maintain a DoD Clearance if required.
