ESSENTIAL JOB FUNCTIONS: The incumbent operates under the general guidance of the designated supervisor within the engineering service center. Responsibilities include planning, designing, and overseeing the execution of various engineering projects that necessitate advanced methodologies and adaptations of engineering standards, practices, and materials relevant to the service center. The role involves supervising engineers, technicians, and consultants on assigned tasks, evaluating work, estimating personnel requirements, and scheduling activities to ensure timely project completion.

The individual will design and assess plans for Capital Improvement Projects (CIP) to guarantee compliance with established engineering standards, regulations, and guidelines from governing bodies. Additionally, the role entails providing technical support and guidance to plans review engineers and construction inspectors to maintain consistency and adherence to municipal standards.

The incumbent will oversee and coordinate the work of consultants, determine proposals and cost estimates, negotiate fees, and delineate project scopes. Monitoring engineering tasks to ensure compliance with project specifications is a critical aspect of this position. The individual will also evaluate existing practices and investigate new advancements in materials and construction techniques to propose necessary modifications in procedures, designs, or materials.

Site inspections will be conducted to assess progress, ensure adherence to plans and specifications, and recommend repairs or replacements of structures. Proficiency in utilizing computer-assisted engineering design software and tools to prepare documentation is required.

  1. Engages in additional responsibilities (essential or otherwise) as assigned.
TYPICAL PHYSICAL DEMANDS: The role necessitates clear verbal and written communication with management, staff, consultants, developers, and the public. The ability to conduct site visits by driving and navigating uneven terrain on foot is essential. Proficiency in operating a telephone, computer, and vehicle is required.

TYPICAL WORKING CONDITIONS: Most work is conducted in an office setting, with some outdoor responsibilities for site visits. Travel throughout the city for meetings and inspections is expected. The individual may encounter varying weather conditions, fumes, and odors while performing outdoor duties.

MINIMUM QUALIFICATIONS: A Bachelor's degree in Civil Engineering and a minimum of seven (7) years of progressively responsible experience primarily in general civil engineering, including at least four (4) years in a supervisory role, or a combination of experience and training that enables the individual to fulfill the essential job functions. Preferred experience may encompass areas such as Roadway Design, Drainage Design, Structural Design and Analysis, Traffic Engineering, Sewer System Design, and Land Development. Work experience may vary based on the needs of the assigned service center. A license to practice engineering in the State of Tennessee is required, or the demonstrated ability to obtain one within six (6) months, and must be maintained as a condition of continued employment. A valid driver's license is also required as a condition of continued employment.
