Key Responsibilities:

JOB OVERVIEW:

This role is pivotal in delivering essential administrative processes, technical expertise, and leadership within the engineering domain. The incumbent will oversee a designated project area, representing the engineering discipline to ensure technical precision throughout all project phases. This position entails leading advanced engineering assignments on specific projects.

  • Act as a Supervising Lead under the guidance of the Discipline Lead Engineer, offering mentorship and oversight to fellow engineers and designers.
  • Evaluate and provide independent recommendations for complex technical solutions in alignment with project specifications.
  • Draft and assess specifications and design criteria.
  • Conduct and verify engineering analyses and calculations; determine materials, equipment, and systems; and resolve intricate technical challenges.
  • Collaborate on technical matters with various disciplines, project management, vendors, and clients.
  • Ensure compliance with the Project Quality Plan and established procedures.
  • Adhere to the approved project scope, budget, and timeline.
  • Formulate and review estimates, schedules, and progress reports, including effort-hour forecasting and staffing needs.
  • Monitor and report on key material quantities; provide analytical forecasts.
  • Support procurement and subcontracting activities, including scopes of work, technical bid evaluations, and vendor submittal reviews.
  • Assist in construction administration tasks, including responding to requests for information and managing field changes.
  • Perform additional duties as required.

BASIC JOB REQUIREMENTS:

  • U.S. Citizenship is mandatory.
  • Bachelor's degree in Control Systems Engineering, Electrical Engineering, Chemical Engineering, or a related field, accompanied by a minimum of fifteen (15) years of relevant experience.
  • Possession of a Professional Engineer license.
  • Familiarity with applicable federal, state, and local codes and standards.
  • Effective communication skills for diverse audiences, including project management, colleagues, clients, vendors, and subcontractors.
  • Technical knowledge pertinent to job completion.
  • In-depth understanding of discipline-specific codes and standards.
  • Ability to comply with local, state, and federal regulations and guidelines.
  • Attention to detail and efficient time management skills.
  • Intermediate proficiency in computer software, including word processing, email, spreadsheets, and presentation tools.
  • Extensive experience in providing engineering, procurement, and construction (EPC) services for large-scale industrial projects.
  • Expertise in executing substantial EPC projects utilizing engineering analysis, 3D modeling, and 2D computer-aided design (CADD) tools in a multi-disciplinary setting.

DISCIPLINE SPECIFIC JOB REQUIREMENTS:

  • Engage in a wide array of I&C design tasks, encompassing design definition, control systems architecture, digital systems, PLC, DCS, network configuration, logic development, and procurement activities.
  • Perform sizing calculations for control valves, relief valves, flow elements, and other instrumentation.
  • Create instrument indices and datasheets, generate reports, and oversee design wiring and loop development in Intergraph SmartPlant Instrumentation database.
  • Develop intricate control systems narrative specifications.
  • Prepare detailed instrument design and installation requirements.
  • Construct complex control systems logic diagrams and/or cause and effect diagrams.
  • Represent control systems in model reviews; closely monitor 3D modeling prepared by the design team using review software.
  • Review and audit specifications for Distributed Control Systems (DCS), Programmable Logic Controllers (PLC), and Safety Instrumented Systems (SIS) hardware and software applications.
  • Oversee DCS/PLC/SIS design developed by the design team.

PREFERRED QUALIFICATIONS:

  • Advanced knowledge of material availability and costs.
  • Experience designing systems, structures, and components for nuclear facilities in accordance with ASME NQA-1 standards.
  • Proven experience in managing and leading large-scale projects.
  • Proficiency in project setup, control-level schedule development, progress reporting, and project closure.
  • Practical field experience.
  • EPC project experience in the following sectors:
  • U.S. Department of Energy or other U.S. Federal Government Agencies.
  • Nuclear facilities under a nuclear quality assurance program.
  • Manufacturing, pharmaceutical, or biotechnology sectors.
  • Proficiency in Bentley MicroStation.
  • Proficiency in Autodesk AutoCAD.
  • Proficiency in Intergraph SmartPlant Instrumentation (SPI).
  • Advanced knowledge in:
  • Instrumentation specification.
  • Control systems procurement processes.
  • Piping and Instrumentation Diagram (P&ID) representation; ability to identify and report issues related to control systems representation on P&ID.
  • Control strategy development and representation on P&ID.
  • Experience in developing safety requirement specifications for Safety Instrumented Systems.
  • Hands-on experience in Layer of Protection Analysis (LOPA), Hazard and Operability (HAZOP) reviews, and Safety Integrity Level (SIL) assignments.
  • Experience in SIL verification calculations.
  • Experience in commissioning and startup of Distributed Control Systems (DCS), Programmable Logic Controllers (PLC), and Safety Instrumented Systems (SIS).
