  • Under the general guidance of the Discipline Lead Engineer, act as a Supervising Lead, providing mentorship and oversight to fellow engineers and designers.
  • Evaluate and make independent recommendations concerning technical solutions to complex issues in alignment with project specifications.
  • Develop and assess specifications and design criteria.
  • Conduct and verify engineering analyses and calculations; specify materials, equipment, and systems; and resolve intricate technical challenges.
  • Coordinate technical matters with other disciplines, project management, vendors, and clients.
  • Perform work in accordance with the Project Quality Plan and established procedures.
  • Ensure compliance with the approved project scope, budget, and schedule.
  • Generate and review estimates, timelines, and progress reports, including effort-hour forecasting and staffing projections.
  • Establish, manage, and report on key material quantities; provide analysis and forecasts.
  • Offer technical support for equipment and material procurement and subcontracting, including scopes of work, technical bid evaluations, and vendor submittal reviews.
  • Provide technical assistance for construction administration activities, including responses to construction inquiries and field modifications.
  • Other responsibilities as assigned.

BASIC JOB REQUIREMENTS:

  • U.S. Citizenship is required.
  • Bachelor of Science degree in Control Systems Engineering, Electrical Engineering, Chemical Engineering, or a related field, with a minimum of fifteen (15) years of relevant experience.
  • Professional Engineer license is mandatory.
  • Comprehensive knowledge of applicable federal, state, and local codes and standards.
  • Effective communication skills with diverse audiences, including project management, colleagues, clients, vendors, and subcontractors.
  • Technical knowledge pertinent to the role.
  • Advanced understanding of discipline-specific codes and standards.
  • Ability to adhere to local, state, and federal regulations and guidelines.
  • Attention to detail and the ability to work efficiently under time constraints.
  • Intermediate proficiency in computer software, including word processing, email, spreadsheets, and presentation programs.
  • Extensive experience in providing engineering, procurement, and construction (EPC) services for large industrial projects.
  • Expertise in executing large EPC projects utilizing engineering analysis, 3D modeling, and 2D computer-aided design (CADD) tools in a multi-discipline environment.

DISCIPLINE SPECIFIC JOB REQUIREMENTS:

  • Conduct a wide range of I&C design tasks, including design definition, control systems architecture, digital systems, PLC, DCS, network configuration, logic development, network switches, process controls, P&ID development support and review, HMI, communication protocols, routing, layout, SIL, and procurement activities.
  • Perform sizing calculations for control valves, relief valves, flow elements, thermowells, and other instrumentation.
  • Create instrument indices and datasheets, generate reports, and oversee design wiring and loop development in Intergraph SmartPlant Instrumentation database.
  • Develop detailed control systems narrative specifications.
  • Prepare comprehensive instrument design and installation requirements.
  • Generate complex control systems logic diagrams and/or cause and effect diagrams.
  • Represent control systems in model reviews; closely monitor 3D modeling produced by the design team using review software.
  • Review and audit specifications for Distributed Control Systems (DCS), Programmable Logic Controllers (PLC), and Safety Instrumented Systems (SIS) hardware and software applications.
  • Supervise DCS/PLC/SIS design produced by the design team.

PREFERRED QUALIFICATIONS:

  • Advanced knowledge of the commercial availability and cost of materials.
  • Experience designing systems, structures, and components for nuclear facilities in compliance with ASME NQA-1 requirements.
  • Proven experience managing and leading large-scale projects.
  • Proficiency in project setup, development of control-level schedules, progress reporting, and project close-out.
  • Practical field experience.
  • EPC project experience in the following sectors:
  • U.S. Department of Energy or other U.S. Federal Government Agencies.
  • Nuclear facilities under a nuclear quality assurance program.
  • Manufacturing, pharmaceutical, or biotechnology industries.
  • Proficiency in Bentley MicroStation.
  • Proficiency in Autodesk AutoCAD.
  • Proficiency in Intergraph SmartPlant Instrumentation (SPI).
  • Advanced knowledge in:
  • Instrumentation specification.
  • Control systems procurement activities.
  • Piping and Instrumentation Diagram (P&ID) representation; ability to identify and report issues related to control systems representation on P&ID.
  • Development of control strategies and representation on P&ID.
  • Knowledge and experience in developing safety requirement specifications for Safety Instrumented Systems.
  • Practical experience in Layer of Protection Analysis (LOPA), Hazard and Operability (HAZOP) reviews, and Safety Integrity Level (SIL) assignment.
  • Experience in SIL verification calculations.
  • Experience in commissioning and startup of Distributed Control Systems (DCS), Programmable Logic Controllers (PLC), and Safety Instrumented Systems (SIS).
