POSITION OVERVIEW:
This role is designed to deliver critical administrative functions, technical expertise, and leadership within the engineering domain. The incumbent will oversee a designated project segment, acting as a technical authority to ensure precision in project execution across all stages. This is a senior role on assigned projects, engaging in engineering tasks of considerable complexity.
- Under the guidance of the Discipline Lead Engineer, function as a Supervising Lead, offering direction and oversight to fellow engineers and designers.
- Evaluate and propose independent solutions to intricate technical challenges in alignment with project specifications.
- Draft and assess specifications and design criteria.
- Conduct and verify engineering analyses and calculations; select materials, equipment, and systems; and address complex technical issues.
- Facilitate coordination of technical matters with other disciplines, project management, vendors, and clients.
- Implement work in accordance with the Project Quality Plan and established procedures.
- Ensure project execution adheres to approved scope, budget, and timeline.
- Prepare and review estimates, schedules, and progress reports, including effort-hour forecasting and staff planning.
- Establish, monitor, and report on key material quantities; provide analysis and projections.
- Offer technical assistance for equipment and material procurement and subcontracting, including scope definitions, technical bid assessments, and vendor submission reviews.
- Provide technical support for construction administration, addressing requests for information and field modifications.
- Perform additional duties as required.
ESSENTIAL QUALIFICATIONS:
- U.S. Citizenship is mandatory.
- Bachelor of Science degree in Control Systems Engineering, Electrical Engineering, Chemical Engineering, or a related field, with a minimum of fifteen (15) years of relevant experience.
- Professional Engineer license is required.
- Comprehensive understanding of applicable federal, state, and local codes and standards.
- Effective communication skills for engaging with diverse audiences, including project management, colleagues, clients, vendors, and subcontractors.
- Technical knowledge pertinent to the role.
- Advanced familiarity with discipline-specific codes and standards.
- Ability to comply with local, state, and federal regulations and guidelines.
- Attention to detail and capacity to work efficiently under time constraints.
- Intermediate proficiency in computer applications, including word processing, email, spreadsheets, and presentation software.
- Extensive experience in providing engineering, procurement, and construction (EPC) services for large-scale industrial projects.
- Expertise in executing substantial EPC projects using engineering analysis, 3D modeling, and 2D computer-aided design (CADD) tools in a multi-disciplinary setting.
DISCIPLINE-SPECIFIC REQUIREMENTS:
- Conduct a wide range of I&C design tasks, encompassing design definition, control systems architecture, digital systems, PLC, DCS, network configuration, logic development, network switches, process controls, P&ID development support and review, HMI, communication protocols, routing, layout, SIL, and procurement activities.
- Perform sizing calculations for control valves, relief valves, flow elements, thermowells, and other instrumentation.
- Create instrument indices and datasheets, generate reports, and oversee design wiring and loop development activities within the Intergraph SmartPlant Instrumentation database.
- Develop detailed control systems narrative specifications.
- Prepare comprehensive instrument design and installation requirements.
- Generate complex control systems logic diagrams and/or cause and effect diagrams.
- Represent control systems in model reviews; closely monitor 3D modeling produced by the design team using review software.
- Review and audit specifications for Distributed Control Systems (DCS), Programmable Logic Controllers (PLC), and Safety Instrumented Systems (SIS) hardware and software applications.
- Supervise DCS/PLC/SIS design produced by the design team.
PREFERRED QUALIFICATIONS:
- In-depth knowledge of material availability and cost.
- Experience designing systems, structures, and components for nuclear facilities in compliance with ASME NQA-1 standards.
- Proven track record in managing and leading large-scale projects.
- Proficiency in project setup, development of control-level schedules, progress tracking, and project closure.
- Practical field experience is advantageous.
- EPC project experience in the following sectors:
- U.S. Department of Energy or other U.S. Federal Government Agencies.
- Nuclear facilities adhering to a nuclear quality assurance program.
- Manufacturing, pharmaceutical, or biotechnology sectors.
- Proficiency in Bentley MicroStation.
- Proficiency in Autodesk AutoCAD.
- Proficiency in Intergraph SmartPlant Instrumentation (SPI).
- Advanced knowledge in:
- Instrumentation specification.
- Control systems procurement processes.
- Piping and Instrumentation Diagram (P&ID) representation; ability to identify and report issues related to control systems representation on P&ID.
- Development of control strategies and representation on P&ID.
- Experience in formulating safety requirement specifications for Safety Instrumented Systems.
- Hands-on experience in Layer of Protection Analysis (LOPA) and Hazard and Operability (HAZOP) reviews, along with Safety Integrity Level (SIL) assignment.
- Experience in SIL verification calculations.
- Experience in the commissioning and startup of Distributed Control Systems (DCS), Programmable Logic Controllers (PLC), and Safety Instrumented Systems (SIS).
