Position Overview:

This role acts as the secondary support to a senior Accountant Administrator within the Department of Transportation and Development, which oversees significant financial operations exceeding $2 billion annually.

Key Responsibilities:

The incumbent will manage various aspects of the Financial Services Section, providing leadership to a team of eight permanent staff members, including three direct reports and five indirect reports, alongside student interns and consulting CPAs.

In an administrative capacity, the individual will represent the Accountant Administrator in meetings and oversee the administration of critical programs such as Accounts Payable, Capital Outlay, Travel, and the Department's Credit Card Programs.

Compensation:

This position includes a Premium Pay of $2.00/hour for hours worked. No Civil Service test score is required for consideration.

Minimum Qualifications:

Job Functions:

The primary function of this role is to plan, organize, and manage accounting programs effectively.

Supervision:

This position generally reports to a higher-level fiscal manager or administrator and supervises at least two Accountant Managers or one Accountant Manager 2.

Work Environment:

This role may be utilized by various state agencies.

Job Distinctions:

This position differs from other Accountant Managers based on the level of the Accountant Administrator served, the number of accounting functions managed, and the complexity of programs overseen.

Administrative Duties:

The incumbent will provide fiscal management and control over approximately $2.25 billion in revenue and expenditure authority, ensuring compliance with Generally Accepted Accounting Principles (GAAP) and state policies.

Managerial Duties:

Responsibilities include directing Capital Outlay disbursements, providing technical guidance, and overseeing Accounts Payable activities, which process over 100,000 documents annually totaling more than $2.5 billion.

Miscellaneous Duties:

Additional responsibilities may be assigned by higher-level fiscal staff, including emergency support activities as necessary.
