Job Description

PotomacWave Consulting is seeking a highly skilled Records Management Specialist to support our Federal client in Washington, DC.

The ideal candidate will serve as the Office of Intelligence and Counterintelligence's Records Management Specialist, providing technical support and expert knowledge on National Archives and Records Administration (NARA) guidelines and compliance standards.

Key Responsibilities:
  • Develop and Implement Records Management Policies: Assist in creating and maintaining policies, guidelines, and requirements for the Office of Intelligence and Counterintelligence Records Management Program.
  • Maintain and Preserve Archived Materials: Assist in maintaining and preserving archived materials or assisting the office in developing and maintaining the records management program and updating the records disposition schedules.
  • Collaborate with Records Manager: Work closely with the Records Manager on the agency's Records Management Program.
  • Ensure Compliance with Federal Regulations: Ensure program compliance with federal regulations as set forth in the Code of Federal Regulations, including the Paperwork Reduction Act, the Privacy Act, and the Freedom of Information Act.
  • Review and Update Records Retention Schedules: Assist in reviewing and updating the program office records retention schedules to reflect current NARA requirements.
  • Develop Training Materials: Participate in the development of training materials and assist the program office as a point of contact for the day-to-day records questions and guidance.
  • Analyze and Interpret Archival Records: Ability to analyze, organize and interpret archival records or records systems.
  • Manage Automated Records Management System: Maintain the automated records management and Freedom of Information Act (FOIA) tracking and monitoring system for internal IN use.
  • Process FOIA Requests: Assist with the processing FOIA requests and provide assistance with conducting reviews on products in support of FOIA requests.
  • Access and Redact Classified Information: Ability to access and redact classified and sensitive information.
  • Identify and Address Potential Issues: Identify situations which may cause potential problems and initiate necessary corrective action.
  • Support Records Management Function: Assist the program records manager with any other duties as may be required either directly or indirectly related to the records management function.
Requirements:
  • Experience in Records Management: Two (2) or more years of specialized experience in Records Management.
  • Knowledge of Records Management Processes: Experience and knowledge of records management processes and procedures in order to develop, implement, and coordinate the Records Management Program.
  • NARA Knowledge: Knowledge of NARA codes, regulations, bulletins, and publications.
  • Records Management Lifecycles: Knowledge in the area of Records Management lifecycles, use, maintenance and disposition of government information and records; and practices and principles of training.
  • Retention Requirements: Expert on the retention requirements of records supported in new electronic systems.
  • Classified Material Experience: Experience working in classified material preparation and handling at the TS/SCI level.
  • Classification Management Tools: Knowledge of classification management tools and techniques and the ability to apply them to issues or studies to the effectiveness of program operations and/or substantive administrative support functions and organization structures.
  • Communication Skills: The ability to communicate effectively orally and in a written format and develop professional relationships with intelligence personnel.
  • Discretion and Tact: The ability to work effectively with tact and discretion with federal and contractor management, and senior managers.
  • Federal Laws and Regulations: Knowledge of federal laws, regulations, policies and procedures related records management, paperwork reduction and management, Privacy Act, information collection, systems of records, certification of documents, files management, and forms design and development.
  • Education: Bachelor's Degree from an accredited university or college; fields such as engineering or business are desirable.
  • Clearance: The selection of an individual for this position may be conditioned upon his or her successful completion of a counterintelligence-scope polygraph examination.
  • Active TS Clearance: Must have an active TS clearance.
