Job Summary

The Associate Director, Community Engagement is a key leadership position that plays a critical role in advancing the mission of Behavioral Health System Baltimore (BHSB). This role is responsible for developing and implementing community engagement strategies that promote resilience and community well-being in Baltimore City.

Key Responsibilities
  • Community Engagement
    • Develop a community engagement plan that centers the voice of community in the creation of solutions to support their emotional health and wellness.
    • Lead the team to implement community engagement activities, including promoting the 988 Helpline, raising awareness about stigma, participating in community events, organizing trainings and presentations, and responding to emerging needs identified by the community.
    • Oversee and coordinate the logistics related to BHSB's participation in community events, including submitting registration fees, the use of equipment and promotional materials, and staffing.
    • Promote opportunities for BHSB staff to be involved in community engagement events.
    • Implement regular planning and de-briefing processes with the community engagement team to assess the effectiveness, responses to community incidents, and relevance of community engagement activities.
    • Coordinate with the Communications team to maintain BHSB's inventory of 988 Helpline materials and other print collateral.
    • Collaborate with the Data team to assess feedback and data collected from community and elevate key information within the organization to advance system and programmatic improvements.
  • Project Management
    • Oversee Mental Health First Aid program to ensure the program is aligned with funding requirements, including budgeting, planning, staffing, and data collection and reporting.
    • Lead the implementation of all aspects of the Trauma-Informed Care and Antiracism Learning Collaborative, including procurement, contracting, management of external consultant(s), and evaluation.
    • Oversee the 988 Ambassadors program and support with program aspects, including ambassador recruitment, payment of honorariums, and troubleshooting.
    • Facilitate and coordinate cross-team and cross-departmental collaboration and communication.
    • Collaborate with other teams within BHSB to integrate the learning that emerges into BHSB's policies, practices, and resource allocation.
  • Program and Contract Management
    • Oversee programmatic contracts for trauma-informed care and resilience strategies, including developing new contracts, developing and approving budgets and budget modifications, developing deliverables that are in line with funding requirements, and overseeing contract performance and quality improvement.
    • Renew contracts in a timely manner and ensure adherence to funding source deliverables.
    • Work collaboratively with other BHSB leaders to problem-solve issues concerning funded partners' payments, provider relations, Contract Management System (CMS), contract amendments, contract renewal process, oversight of performance, review and modification of deliverables, and other issues as they arise.
    • Lead competitive procurement processes, including need identification, project planning and design, identification of funding, procurement documents development, proposal consideration and selection of awardee(s), and service implementation/contract development.

    • Work effectively and collaboratively with others, both internally and externally to BHSB.

    • Serve as part of BHSB's disaster response team as needed.
    • Protect the security and confidentiality of all protected health information (PHI) in accordance with BHSB's policies.
