The Senior Electrical Engineer serves as the primary authority for medium voltage electrical systems within the Midstream sector. This role encompasses support for Gas Processing Facilities, Gathering Systems, Pipelines, and Terminals (P&T) operations, alongside responsibilities in instrumentation, automation, SCADA, and related functional areas. The engineer will ensure the appropriate design, selection, sizing, and application of technology, while developing and maintaining policies, procedures, and reliability practices related to instrumentation and electrical systems. This includes overseeing training, auditing, and metrics in the field.

Key Responsibilities:
  • Implementing and directing policies and practices for medium voltage electrical technology.
  • Collaborating with Operations, Engineering, and Project teams to prioritize capital and maintenance budgets for instrumentation and electrical systems.
  • Engaging with field technicians and engineering staff to assess asset conditions and identify critical issues.
  • Resolving electrical equipment challenges and optimizing power management in coordination with Operations.
  • Leading troubleshooting efforts when operational challenges arise that require expert intervention.
  • Representing Phillips 66 in industry committees and associations, advocating for positions beneficial to the company.
  • Providing technical guidance on electrical systems and maintaining governance documents related to Midstream operations.
  • Advising on capital projects and ensuring compliance with safety and operational standards.
  • Identifying critical skills within the electrical and instrumentation community and facilitating training initiatives.
  • Coordinating with internal and external groups to establish best practices for instrumentation and electrical systems.
  • Conducting site electrical health assessments in line with industry standards.
  • Acting as a Subject Matter Expert for relevant electrical codes and standards.
  • Evaluating new technologies to enhance safety, reliability, and productivity.
  • Assisting procurement in vendor management and maintaining compliance with safety programs.
Required Qualifications:
  • Legally authorized to work in the country of the job posting.
  • Bachelor's Degree in Electrical or Electronics Engineering.
  • A minimum of 15 years of design experience in Electrical Engineering.
  • At least 10 years of hands-on experience in design, installation, operation, and maintenance.
  • 5 years of direct experience with instrumentation and electrical standards and codes.
  • 10 years of experience with electrical design in hazardous locations.
  • 3 years of experience managing budgets related to instrumentation and electrical systems.
Preferred Qualifications:
  • Experience with Allen Bradley PLC systems and programming.
  • Familiarity with SCADA systems.
  • Knowledge of industrial electrical system specifications and maintenance.
  • Hands-on expertise with protective relays and HMI systems.
  • Familiarity with electrical power system protection.
  • Strong interpersonal and communication skills.
