Position: Project Manager (0038)

We are seeking a Project Manager to provide support for the Defense Counterintelligence and Security Agency (DCSA) Program Executive Office (PEO). The DCSA PEO is responsible for managing a wide array of enterprise-level information technology (IT) initiatives that implement best practice methodologies to deliver innovative IT solutions, enhancing DCSA's extensive National Security capabilities.
Key Responsibilities:
- Oversee OCT contractors engaged in the DCSA PEO contract, ensuring timely and clear delivery of contract obligations to the government.
- Implement comprehensive acquisition management across programs or portfolios, ensuring compliance with federal acquisition regulations and alignment with organizational objectives. Manage all stages of the acquisition lifecycle, from initial planning through execution and post-award oversight.
- Facilitate coordination with the Defense Counterintelligence and Security Agency's Contracting Office and other relevant contracting entities to ensure effective execution.
- Assist in the formulation of contracting strategies that align with program goals and regulatory standards. Prepare detailed contracting documentation and support strategic procurement initiatives.
- Lead and oversee Integrated Product Teams (IPTs), managing the planning, execution, and evaluation of testing events, product demonstrations, and other critical activities, ensuring that IPTs achieve their objectives within established timelines.
- Manage the program's budget and master schedule, identifying and evaluating cost, schedule, and performance trade-offs to optimize resource allocation and program efficiency.
- Develop and draft Acquisition Strategies, Acquisition Plans, and other essential acquisition documentation, ensuring they are comprehensive, strategically aligned, and compliant with federal regulations.
- Conduct in-depth analysis of acquisition strategy requirements, providing insights and recommendations to support effective decision-making and strategic planning.
Qualifications:
- A minimum of 15 years of experience in managing complex federal government acquisition projects.
- Demonstrated supervisory experience leading high-performing teams in distributed and virtual environments while ensuring the successful delivery of contract and work outputs.
- Proven expertise in acquisition management, including coordination of products and tasks across various lifecycle phases and preparation of necessary acquisition documentation. Federal Acquisition Certification in Project/Program Management (FAC-P/PM) or Project Management Professional (PMP) certification is mandatory.
- Skilled in developing contracting strategies, preparing contracting documents, and liaising with contracting commands and other relevant stakeholders.
- Proven ability to lead and oversee product IPTs, testing events, and product demonstrations, ensuring thorough management and successful execution.
- Strong background in managing program budgets and schedules, with the ability to identify and assess cost, schedule, and performance trade-offs.
- Experience in developing and drafting Acquisition Strategies and Plans, with a comprehensive understanding of acquisition strategy requirements and documentation.
- Ability to effectively analyze and recommend acquisition strategies, ensuring alignment with program objectives and regulatory standards.
- Must possess an active, current DoD Top Secret Clearance.
