Position: Project Manager (0038)

We are seeking a Project Manager to provide support for the Defense Counterintelligence and Security Agency (DCSA) Program Executive Office (PEO). The DCSA PEO manages a comprehensive portfolio of enterprise-level IT initiatives that utilize best practice methodologies to deliver innovative solutions, enhancing DCSA's National Security capabilities for the Department of Defense and the U.S. Government.
Key Responsibilities:
- Oversee OCT contractors engaged in the DCSA PEO contract, ensuring timely and clear delivery of contract obligations to the government.
- Implement thorough acquisition management across programs, ensuring compliance with federal regulations and alignment with organizational objectives. Manage all stages of the acquisition lifecycle, from planning through execution and post-award management.
- Facilitate coordination with the DCSA's Contracting Office and other relevant entities to ensure effective execution of contracts.
- Assist in formulating contracting strategies that align with program goals and regulatory standards. Prepare comprehensive contracting documentation and support strategic procurement initiatives.
- Lead Integrated Product Teams (IPTs), overseeing the planning, execution, and evaluation of test events and product demonstrations, ensuring adherence to project timelines and objectives.
- Manage the program's budget and master schedule, identifying and evaluating cost, schedule, and performance trade-offs to optimize resource allocation.
- Develop and draft essential acquisition documents, including Acquisition Strategies and Plans, ensuring they are thorough and compliant with federal regulations.
- Conduct detailed analyses of acquisition strategy requirements, providing insights to support effective decision-making and strategic planning.
Qualifications:
- A minimum of 15 years of experience in managing complex federal government acquisition projects.
- Experience leading high-performing teams in distributed environments, ensuring successful delivery of contract and work outputs.
- Proven track record in acquisition management, including coordinating tasks across various lifecycle phases and preparing necessary documentation. Federal Acquisition Certification in Project/Program Management (FAC-P/PM) or Project Management Professional (PMP) certification is mandatory.
- Expertise in formulating contracting strategies and preparing related documentation.
- Demonstrated capability to lead and oversee product IPTs, ensuring comprehensive management and successful execution of key activities.
- Strong background in managing program budgets and schedules, with the ability to assess cost, schedule, and performance trade-offs.
- Experience in developing Acquisition Strategies and Plans, with a solid understanding of acquisition strategy requirements.
- Ability to analyze and recommend acquisition strategies, ensuring alignment with program objectives and regulatory standards.
- Must hold an active, current DoD Top Secret Clearance.
