We are seeking a Project Manager to oversee the Defense Counterintelligence and Security Agency (DCSA) Program Executive Office (PEO). The DCSA PEO manages a comprehensive portfolio of enterprise-wide IT initiatives, employing best practice methodologies to deliver innovative solutions that enhance national security capabilities for the Department of Defense, the U.S. Government, and the cleared industry.

Key Responsibilities:

  • Lead a team of contractors supporting the DCSA PEO contract, ensuring timely and effective delivery of contract obligations.
  • Implement thorough acquisition management across programs, ensuring compliance with federal regulations and alignment with organizational objectives. Manage all stages of the acquisition lifecycle, from planning through execution and post-award oversight.
  • Collaborate with the DCSA's Contracting Office and other relevant entities to facilitate smooth execution of contracts.
  • Assist in formulating contracting strategies that align with program goals and regulatory standards. Prepare detailed contracting documentation and support strategic procurement initiatives.
  • Direct and oversee Integrated Product Teams (IPTs), managing the planning, execution, and evaluation of test events and product demonstrations to ensure objectives are met and timelines adhered to.
  • Oversee the program's budget and master schedule, identifying and analyzing cost, schedule, and performance trade-offs to optimize resource allocation and enhance program efficiency.
  • Develop and draft Acquisition Strategies, Plans, and other critical acquisition documents, ensuring they are comprehensive and compliant with federal regulations.
  • Conduct in-depth analysis of acquisition strategy requirements, providing insights and recommendations to support effective decision-making and strategic planning.

Qualifications:

  • A minimum of 15 years of experience managing complex federal government acquisition projects.
  • Proven supervisory experience leading high-performing teams in a distributed environment while ensuring successful delivery of contract and work products.
  • Demonstrated expertise in acquisition management, including coordinating tasks across various lifecycle phases and preparing necessary documentation. Federal Acquisition Certification in Project/Program Management (FAC-P/PM) or Project Management Professional (PMP) certification is required.
  • Skilled in developing contracting strategies, preparing documentation, and collaborating with contracting commands and other relevant entities.
  • Strong ability to lead and provide oversight for product IPTs, ensuring comprehensive management and successful execution of test events and demonstrations.
  • Extensive experience in managing program budgets and schedules, with the capability to assess cost, schedule, and performance trade-offs.
  • Experience in drafting Acquisition Strategies and Plans, with a thorough understanding of acquisition strategy requirements and documentation.
  • Ability to effectively analyze and recommend acquisition strategies, ensuring alignment with program goals and regulatory standards.
  • Must possess an active, current DoD Top Secret Clearance.
