Minimum Qualifications
Education and/or Equivalent Experience:
  • Graduation with a Bachelor's degree from an accredited institution in Engineering or a related field, along with eight (8) years of professional engineering experience, which may have been acquired prior to or following licensure as a professional engineer.
Licenses or Certifications:
  • Must hold a Licensed Professional Engineer (PE) in the State of Texas; or if currently licensed in another state, the capability to secure a Texas PE license within one (1) year of employment.
Position Overview:
This role is part of the Relay Engineering Team at Austin Energy. The primary responsibility is to act as the technical lead and Subject Matter Expert (SME). The position necessitates engineering expertise and experience in electric utility design, protection, and control systems. Proficiency in preparing construction drawing packages, troubleshooting microprocessor relay installations in the field, and collaborating with various departments within Austin Energy, including engineering and construction teams, is essential.

Technical Licenses and Certificates:
This position mandates that the employee be a Licensed Professional Engineer (PE) in the State of Texas; or if currently licensed in another state, the ability to obtain a Texas PE license within one (1) year of employment.

Travel Requirements:
If selected for this role and you meet the Driver Safety Standards in the City of Austin Driver Safety Program, you may be required to drive to multiple locations as part of your regular job duties.

Critical Employee Designation:
This position is classified as a Critical Employee role, essential for supporting activities that impact City or department operations. Work may be conducted at a designated site or an alternate location. Critical employees may be reassigned during extraordinary situations or emergencies to provide essential services.

Work Location:
This position may offer the option to work remotely, though this is not guaranteed and may change based on the needs of the work group and adherence to Austin Energy's Telework Policy.

Fair Labor Standards Act:
This position is classified as FLSA Exempt, meaning it is salaried and not eligible for overtime compensation.

Preferred Experience:
  • In-depth knowledge and experience with electric utility protection schemes.
  • Experience in developing standards for protective relay design in electric utility transmission, substation, and distribution systems.
  • Experience in reviewing and sealing electric utility protection and control work performed by other engineers.
  • Experience providing engineering field support to electric utility technical personnel.
  • Experience mentoring and training engineering or other technical staff.
  • Familiarity with national, state, and local regulatory requirements, including NERC and ERCOT.
  • Experience with equipment specification, selection, design approval, and testing.
  • Knowledge of quality management programs.
  • Ability to travel to multiple sites as part of regular job duties.
Key Responsibilities:

  • Develops technical specifications and standards by applying knowledge of engineering principles and practices.
  • Plans, researches, designs, and implements engineering studies and projects by applying advanced technical knowledge.
  • Manages and negotiates contracts by reviewing progress reports, verifying quantities and costs, compiling documentation, reviewing change orders, and auditing records.
  • Acts as a liaison among consultants, contractors, and suppliers.
  • Negotiates issues of changes, errors, or deficiencies to ensure compliance with project specifications.
  • Manages and monitors engineering projects for compliance.
  • Reviews, analyzes, and interprets plans, specifications, contracts, and related documents.
  • Develops and monitors project budgets and assists in budget forecasting for city planning.
  • Monitors projects for regulatory compliance and stays updated on developments in the utility industry to meet standards and regulatory requirements.
Supervision and Leadership:
  • May provide leadership, work assignments, evaluation, and guidance to others.
Knowledge, Skills, and Abilities:
Must possess the required knowledge, skills, abilities, and experience and be able to demonstrate that the essential functions of the job can be performed:
  • Knowledge of engineering design principles applicable to electric utility operations.
  • Knowledge of utility standards and regulatory requirements.
  • Knowledge of engineering standards, codes, practices, procedures, materials, and equipment used in electric utility systems.
  • Knowledge of established engineering principles and methods.
  • Knowledge of preparation of cost estimates and engineering reports.
  • Knowledge of regulatory requirements within local, state, and federal laws.
  • Knowledge of City of Austin purchasing and contract policies.
  • Skill in oral and written communication, including report preparation.
  • Skill in negotiations and conflict resolution.
  • Ability to perform complex engineering calculations and analyze engineering problems.
