About the Position

We are seeking an experienced Emergency Management Coordinator to join our team at Maricopa County. As a key member of our Emergency Management Department, you will be responsible for developing and implementing comprehensive emergency operations plans, coordinating with local, state, and federal agencies, and providing critical support during emergency response efforts.

Key Responsibilities
  • Manage the County's Flood Response Manual in conjunction with the County Flood Control District
  • Develop, coordinate, and evaluate emergency operations plans and/or continuity of operations plans of the County and support jurisdictional partners with emergency planning
  • Serve as the department's program manager for a variety of programs, including the Flood Program Manager, Continuity of Operations Program Manager, Local Emergency Planning Committee Coordinator, and Hazard Mitigation Coordinator
  • Co-lead County's Full-Scale Flood Exercise in collaboration with the County Flood Control District and local jurisdictions
  • Assist in preparing and coordinating the County's all-hazards emergency and disaster-related preparedness, mitigation, response, and recovery plans and standard operating procedures/guides
  • Conduct and support community all-hazards education and outreach activities through community outreach and development of public awareness content in coordination with the Departmental Public Information Officers
  • Develop, coordinate, and/or conduct all-hazards training and exercises, to include annual wildland fire, flooding, and Continuity of Operations Plan exercises
  • Develop, coordinate, and train County and jurisdictional partners on the region's Wireless Emergency Alert (WEA) program administered by the Department
  • Serve as a rotational duty officer for after-hours emergency support primarily for jurisdictions and County partners
  • Serve as essential personnel in the County, partner city, town, and tribal nation's Emergency Operations Center (EOC) during emergencies and exercises
Requirements
  • Two years of professional experience in program or project management for emergency operations
  • Bachelor's degree in emergency management or a related field
  • A combination of post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year-for-year basis
Preferred Qualifications
  • Experience working in local, state, tribal, or federal emergency management
  • Experience working in an Emergency Operations Center during a disaster or emergency
  • Developing and maintaining relationships with various Public Safety agencies and governmental organizations
  • FEMA Professional Development Series (PDS) and Advanced Professional Series (APS) Certificates of Completion
  • Project Management certification and/or demonstrated project management experience
  • Experience working in a State or Local level EM office or position, which demonstrates strong collaboration/coordination/involvement with Federal, state, and/or other local-level public safety agencies
Work Environment

Valid Arizona driver's license upon hire

Completion of FEMA IS-100, IS-200, ICS-300, ICS-400, IS-700, IS-800, IS-120.c, IS-230.d, IS-235.c, IS-240.b, IS-241.b, IS-242.b, IS-244.a, and IS-2200 or the ability to complete within one year of the hire date.

Experience utilizing the National Incident Management System (NIMS), Incident Command System (ICS), Comprehensive Preparedness Guide (CPG) 101, and Homeland Security Exercise and Evaluation Program (HSEEP)

We plan on moving locations within the next 6 months to 1 year. Our new location will be located at:

1325 N Fiesta Blvd, Gilbert, Arizona

Work a rotational schedule as an on-call duty officer, regularly, after hours, and on weekends

Deployment during adverse conditions to just about anywhere in our geographically large County and further, through the Arizona Mutual Aid Compact, anywhere in the state

Deployments can be to established or makeshift emergency operations centers and liaison positions with unified command in the field

Emergency or incident response could include working evening or night shift positions

Setting up family assistance & reception centers, shelters, and other necessities. During these times of emergency, infrastructure will be affected (electricity, technology, etc.) such that elevators, automatic door openers, etc., will be inoperable. Conditions at these locations can also range in weather, proximity to other individuals, and changing tasks

Ability to maintain a current driver's license to deploy themselves to these locations

Exerting 50-100 lbs. occasionally, 10-25 lbs. frequently, or up to 10-20 lbs. constantly

Exerting over 100 lbs. occasionally, 50-100 lbs. frequently, or up to 20-50 lbs. constantly

Incumbents may be subjected to extreme temperatures, wetness/humidity, respiratory hazards, and noise and vibration

Incumbents may be subjected to moving mechanical parts, vibrations, fumes, odors, dust, poor ventilation, chemicals, oils, extreme temperatures, inadequate lighting workspace restrictions, intense noises, and travel
