Job Overview

Integrity Management Solutions, LLC is seeking a highly skilled Financial Analyst to provide financial management and PPBE support to government clients.

The ideal candidate will have demonstrated knowledge and experience in supporting DoD Planning, Programming, Budgeting and Execution (PPBE), with emphasis on program planning and analysis, budget preparation and justification, and funds execution.

Key Responsibilities
  • Provide financial management and PPBE support to government clients, including budget development, execution, and reporting in NAVSEA Enterprise Resource Planning (ERP) and non-ERP systems and processes.
  • Assist in the preparation of budget exhibits for the NAVCOMPT, OSD, and President's Budget submissions, and provide assistance in researching and writing responses to comptroller and higher level authority questions and inquiries.
  • Provide input and advice to the Government for statutory and regulatory reports in NAVSEA ERP and non-ERP systems and processes.
  • Develop accurate cost estimates (and modeling, where necessary) for Program Objective Memorandum (POM) and what-if drills based on the use of parametric, trend, analogy, engineering bottoms-up and expert opinion analyses.
  • Analyze PARM Budget Standard Form "7300" submissions by the PARMs and determine reasonableness and accuracy of the estimates.
  • Develop financial analysis for PARM reviews, provide input to validate and challenge PARM costs, and assess the cost impact of technical issues, which are identified in the PARM reviews.
  • Assist in various financial studies, as required, including the potential for new baselines, new weapons systems, potential system descopes, and industrial base issues.
  • Prepare correspondence and briefing materials to support program reviews, and general data calls.

The candidate must be a self-starter and be able to work independently with minimum supervision.

Requirements
  • Five (5) years of demonstrated knowledge and experience in supporting DoD Planning, Programming, Budgeting and Execution (PPBE), with emphasis on program planning and analysis, budget preparation and justification, and funds execution.
  • Demonstrated experience in Navy ERP financial accounting system.
  • Demonstrated experience in contract analysis and costs analysis.
  • Must be well versed in the use of Microsoft Office Outlook, Word, Excel, Power Point, and Project.
  • Excellent oral and written skills are critical.
  • Secret Clearance.
Preferred Qualifications
  • BA/BS from an accredited college/university, preferably in Finance, Accounting, Business, Management, or other related discipline.
  • Familiarity with preparation and support of shipbuilding Business and Financial documentation, execution of related processes, and associated documentation from budget requirements, through production, contractor ship trials, post-shakedown availability trials, and other, including execution processes.
  • Naval-specific budgeting/financial experience.
