Position Overview
KEY RESPONSIBILITIES
Under the guidance of the Chancellor, the Vice Chancellor, Business and Administrative Services, acts as the District's Chief Business Officer. This role encompasses leading, planning, managing, organizing, and assessing the District's business operations, systems, and processes. Key areas of focus include:
- Budget development and administration
- Strategic financial planning (both short-term and long-term)
- Fiscal and accounting services
- Facilities management
- Banking and payroll operations
- Purchasing and risk management
WORK ENVIRONMENT
The District Administrative Center, strategically located, oversees administrative functions and provides leadership and services to the District's three colleges.

ESSENTIAL DUTIES
- Serve as the Chief Business Officer (CBO) of the District, managing operational areas such as budget development, accounting, financial reporting, purchasing, payroll, risk management, and facilities.
- Advise the Chancellor on strategic financial planning and administrative services, providing consultation and expertise to various stakeholders.
- Oversee the financial management of the District, including funds, investments, debt, and capital finances.
- Direct the development and administration of the District budget, ensuring fiscal integrity and proper fund expenditures.
- Implement policies and procedures to enhance compliance and operational efficiency.
- Collaborate with college Vice Presidents to ensure effective management of college budgets and operations.
- Present to the Board of Trustees on fiscal and administrative matters.
- Work with governance groups to develop a balanced District budget that meets academic needs and financial stability.
- Review legislation and regulations for potential financial impacts on the District.
- Supervise and evaluate the performance of assigned administrators and staff, promoting professional excellence.
- Ensure continuous improvement of business services through assessment and feedback.
- Engage with external auditors regarding fiscal and operational audits.
- Represent the Chancellor and the District in various community and professional settings.
QUALIFICATIONS
- A master's degree in business administration, accounting, finance, management, public administration, higher education leadership, or a related field AND five years of relevant management experience.
- OR a bachelor's degree in a related field AND a certified public accountant's license AND five years of relevant management experience.
- OR a bachelor's degree in a related field AND nine years of relevant management experience.
