Legal Counsel for Contracts and Procurements

The Department of Homeland Security is seeking a highly skilled Legal Counsel to provide expert advice and guidance on contracts and procurements.

Key Responsibilities:
  • Provide legal counsel and assistance to contracting officers, contract administrators, and other cognizant officers on the legal aspects of the procurement process.
  • Recommend directives relating to contracts and procurement, and review proposed Department of Homeland Security procurement guidance and directives.
  • Represent the Department of Homeland Security on contract and procurement matters with other government agencies, and in litigation before various boards and courts.
  • Prepare litigation reports and assist Department of Justice trial attorneys in preparing the government's defense in litigation involving Department of Homeland Security contract claim matters.
  • Provide support for nonrecurring special project assignments related to the Department of Homeland Security's Acquisition Program.
  • Recommend settlements and participate in negotiation and preparation of settlement agreements with contractors.
What You'll Do:
  • Advise on the legal sufficiency of proposed legislation, regulations, and instructions relating to contracts and procurement.
  • Participate in representing the Government in protests and contract appeals cases presented by contractors.
  • Assist Department of Justice attorneys in disposition of claims matters arising out of Department of Homeland Security contracts.
