  • Telecommute and CARECENs Los Angeles office Job Overview The Central American Resource Center (CARECEN) is seeking a dedicated, bilingual Program Associate to contribute to the administration of the RepresentLA program.
CARECEN serves as the Program Administrator for the Affirmative Services Pillar of the RepresentLA initiative.

The Program Associate will play a vital role in supporting and facilitating the management, continuity, and growth of the program. Responsibilities include screening affirmative relief referrals, overseeing the Request for Proposal process, and ensuring subgrantee compliance with RepresentLA standards.

This position requires close collaboration with the RepresentLA team, which encompasses program lead partners, legal service providers (LSPs), local government, and community stakeholders.

Key responsibilities include leading the affirmative relief referral process, which involves pre-screening potential clients for eligibility, collecting and reviewing necessary documentation, and directing clients into the RepresentLA referral system or assigning them to appropriate LSPs for assistance.

Maintain communication with LSPs to provide program updates, refer cases, monitor progress on action items, and gather data as requested by local officials.

Assist in preparing data and metrics reports to ensure LSP compliance with RepresentLA deliverables, including portal data collection and monthly and quarterly reporting.

Support the development, editing, review, and dissemination of program guidance and materials for LSPs, including translating materials into Spanish as necessary.

Conduct ongoing data entry and maintain internal RepresentLA data collection systems.

Assist in overseeing program management for LSPs, which includes participating in onboarding, training, and technical assistance meetings; planning and coordinating LSP gatherings; reviewing invoices and supporting documentation; coordinating meetings with local officials; and assisting in site visits or audits conducted by local agencies.

Participate in the preparation, administration, and revisions of Requests for Proposals (RFP) processes, including the selection and renewal of subgrantees and hosting information sessions on RFP procedures.

Engage in community education activities, conduct presentations, and respond to media inquiries regarding relevant immigration issues and the RepresentLA program as needed.

Perform general clerical tasks for the RepresentLA program as required. Additional duties may be assigned by the supervisor.

Required Skills/Qualifications:
Bachelor's degree or equivalent work/life experience. 1-2 years of comprehensive knowledge of immigration law, particularly affirmative immigration remedies, is strongly preferred. Bilingual fluency in spoken and written English & Spanish is required.

Exceptional verbal, interpersonal, and customer service skills with a proven ability to engage appropriately with a diverse range of individuals, including clients, government representatives, foundations, media, and grassroots organizations.

Strong attention to detail, excellent organizational skills, and effective time management abilities are essential.

Familiarity with local nonprofits and their service areas or the capacity to quickly learn about available nonprofit services is required.

Ability to work independently as well as collaboratively within a team environment. A commitment to the mission and goals of CARECEN is essential. Work Environment and Physical Demands This position operates in a professional office setting. The role requires the ability to lift files, open filing cabinets, and bend or stand as necessary. Work is conducted in various settings, including CARECEN's offices.
A hybrid work-from-home and in-person model is offered. This position is part of the bargaining unit represented by the union. Classification & Work Schedule This is a full-time, non-exempt position. Office hours are 9:00 am to 5:00 pm, Monday through Friday. The work schedule for this position consists of a 35-hour work week, equating to 7-hour workdays. Responsibilities may involve some evening and weekend work and may require flexible scheduling. Travel Requirements The position will be based in the CARECEN Los Angeles office. Occasional travel to offsite meetings with local agencies and partner organizations may be required. Mileage reimbursement is available when applicable. A valid CA driver's license and a registered vehicle are preferred. CARECEN offers a comprehensive benefits package that includes medical, dental, vision, and life insurance, as well as a Flexible Spending Account (FSA).
