Job Summary:

The City of Chicago is seeking a highly skilled and experienced Director of Administration I to join our team. As a key member of our organization, you will be responsible for overseeing the administrative functions of the Substance Use and Recovery office within the Behavioral Health Bureau.

Key Responsibilities:

  • Supervise staff dedicated to managing purchasing, accounts payable, human resources, timekeeping, payroll, finance, and budget preparation specifically tailored to the Substance Use and Recovery Team's needs.
  • Develop and implement administrative procedures optimized for the support functions and office operations pertinent to the Substance Use and Recovery Team, ensuring streamlined efficiency.
  • Oversee the meticulous maintenance of account records and the preparation of detailed financial and budgetary reports tailored to the expenditures related to substance use and recovery and co-occurring mental health programs/initiatives.
  • Coordinate and monitor all procurement activities specifically related to substance use and recovery and co-occurring mental health programs, ensuring compliance with regulations, and oversee the processing of purchase requisitions for equipment, supplies, and services vital to the team's operations.
  • Exercise oversight and approval for processing vouchers pertaining to payments to vendors and service providers delivering essential resources for substance use and recovery and co-occurring mental health efforts.
  • Supervise the meticulous maintenance of manual and computerized timekeeping records and the preparation of payrolls specifically focused on personnel engaged in substance use and recovery and co-occurring mental health initiatives.
  • Assume the role of the department's human resource officer, overseeing and administering personnel services specifically tailored to the Substance Use and Recovery Team, including employee selection, hiring, employment processing, training, staff development, maintenance of personnel records, and employee relations within this specialized context.
  • Provide assistance to departmental managers in preparing the Substance Use and Recovery Team's annual personnel and operating budgets, ensuring resources are allocated appropriately to address the unique challenges and needs of the team.
  • Establish tailored work standards and conduct evaluations of staff performance within the context of substance use and recovery and co-occurring mental health initiatives.
  • Act as a liaison with other City departments specifically regarding personnel, purchasing, and budgetary matters relevant to the Substance Use and Recovery Team.
  • Prepare comprehensive reports specifically focused on the Substance Use and Recovery Team's work activities, highlighting progress, challenges, and recommendations for improvement within this specialized field.

Requirements:

  • Graduation from an accredited college or university with a Bachelor's degree in Business or Public Administration or directly related field, plus three years of budgetary, human resource or office administration experience of which one year is in a supervisory role related to the responsibilities of the position, or an equivalent combination of education, training and experience.
  • Comprehensive knowledge of applicable City departments and departmental services, programs, and resources.
  • Program planning and administration.
  • Project management principles.
  • Applicable computer software packages.
  • Budget preparation and planning.
  • Management and supervisory methods, practices, and procedures.
  • Knowledge of applicable City and department policies, procedures, rules, and regulations.
