Position Overview

The County of San Luis Obispo is seeking a skilled microwave communications engineer to oversee the management of the public safety microwave communications network. This role is essential in supporting various significant County departments in their operational needs and the effectiveness of the County's public safety communication systems. We are in search of a meticulous, innovative, and collaborative individual to effectively manage the County's microwave communications infrastructure.

The Information Technology Department (ITD) of San Luis Obispo County provides a dynamic and fast-paced work environment that values exceptional performance. Role Responsibilities
This position is situated within the Infrastructure Division and is part of a communications team consisting of eight members. The team is responsible for managing both the public safety communication systems and video surveillance networks. The County is transitioning from traditional TDM transport to a modern system utilizing IP-based radios and advanced carrier-class IP networking technologies for enhanced system reliability. The network comprises a 14-site microwave communications system utilizing a combination of 6GHz and 11GHz licensed microwave links, along with additional sites connected through various IP networks. The public safety communication system serves multiple agencies and supports over 2000 users daily.

The engineer will be expected to work independently as well as collaboratively with team members and client departments to deliver reliable and timely solutions. Responsibilities include:
  • Working at heights using ladders and lift platforms.
  • Installing microwave radios, network switches, routers, and related systems.
  • Utilizing spectrum analyzers for troubleshooting and field surveys.
  • Employing power tools, hand tools, and measuring devices as necessary.

The communications team includes a senior communications technician, five technicians, an IT specialist, a systems administrator, and a technology supervisor.

Ideal Candidate Profile

The ideal candidate will possess over seven years of experience in designing, installing, configuring, and implementing public safety microwave communication systems and large-scale complex IP networks. Familiarity with FCC regulations and standards for microwave path licensing is preferred. Candidates should have a solid understanding of basic electronics, electrical power systems, and the OSI model. In-depth knowledge of RF principles, SDN, TCP/IP, network design, security, propagation, and point-to-point radio operations using Ethernet over microwave is essential. Experience in building IP networks using MPLS or other convergence technologies is also desirable. Candidates should be eager to learn and adapt to new technologies to meet client needs and collaborate effectively with other technical teams.

Employment Standards

The Network Engineer I classification is the entry-level position, requiring close supervision and performing basic technical duties related to network support and maintenance.
The Network Engineer II classification is the journey-level position, involving professional networking duties such as designing, implementing, and troubleshooting LANs and WANs, along with providing training and technical direction to junior staff.
The Network Engineer III classification is the advanced-level position, overseeing networking projects and resolving technical issues while providing training and guidance to subordinate staff.

Additional Requirements
  • Availability to respond to after-hours or on-call emergency requests.
  • A valid driver's license is required.
  • Ability to work safely in various environments with exposure to dust, chemicals, and temperature variations.
  • Physical capability to lift up to 50 pounds regularly and up to 80 pounds occasionally.

Preferred Knowledge and Experience
  • Experience with public safety microwave radio vendors.
  • Proficiency in using spectrum analyzers.
  • Field survey experience for microwave paths.
  • Familiarity with Cisco routers and switches.
  • Deep understanding of layer 2 and layer 3 networking.
  • Ability to read schematics and documentation.
  • Experience in public sector environments is a plus.
