Job Overview

Position Summary: The Coordinator of Special Education Compliance and Reporting is responsible for overseeing all facets of mandatory reporting in accordance with Michigan and federal regulations for Marquette-Alger RESA. This role entails developing processes for timely pupil accounting data submissions, providing support to users of Student Information Systems (SIS), and managing the configuration of PowerSchool. The Coordinator plays a vital role in supporting the Agency's Special Education System of General Supervision, which includes conducting root cause analyses, performing data reviews, and assisting with monitoring activities.

Essential Qualifications:

  • Bachelor's degree in finance, public administration, business administration, education, or a related discipline.
  • A minimum of five years of relevant experience in state reporting, special education, compliance, regulations, and/or relational database management.
  • Proven ability to:
    • Organize and manage both short-term and long-term projects.
    • Establish and maintain both physical and electronic filing systems.
    • Utilize logical thinking to solve problems effectively.
    • Meet deadlines while ensuring compliance with state, federal, and grant requirements.
  • Experience in utilizing educational data to identify issues and propose data-driven solutions.
  • Proficiency in software applications including Microsoft Word, Excel, PowerPoint, Google Suite, and Zoom.
  • Strong organizational and filing skills.
  • Excellent verbal and written communication abilities.
  • Demonstrated initiative and capacity to work independently.
  • Professional demeanor and appearance.

Preferred Qualifications:

  • Familiarity with Federal and State Special Education laws and practices.
  • Experience with Student Information Systems (e.g., PowerSchool).
  • Knowledge of the Center for Educational Performance and Information (CEPI) application, pupil accounting, and other mandated reports.
  • MSBO Specialist in Educational Data (SED) Certification or willingness to obtain.
  • Experience with Public Consulting Group systems such as EDPlan.
  • Background in reading, writing, and/or implementing Individualized Education Programs (IEPs).

Key Responsibilities:

  • Oversee mandatory Michigan and federal reporting for Marquette-Alger RESA, including various collections and data submissions; address inquiries from districts regarding these reports.
  • Collaborate with Agency staff to establish processes for reliable pupil accounting data submissions.
  • Provide technical assistance to Agency and local district users of Student Information Systems (SIS), including PowerSchool and other educational data systems.
  • Configure PowerSchool for Agency classroom programs, assist in generating student transcripts, and ensure successful year-to-year system rollover.
  • Support the Special Education System of General Supervision by:
    • Assisting districts with data reviews and process implementation.
    • Helping gather necessary information for monitoring requirements related to IEP development.
    • Conducting staff interviews, reviewing procedures, and writing reports as part of the Review and Analysis Process (RAP).
    • Participating in monitoring activities for indicators reported in Michigan's Special Education Annual Performance Report (APR).
  • Conduct research and organize information to support the creation and updating of Special Education eligibility guidelines.
  • Serve as the State Assessment Coordinator and Services for Students with Disabilities (SSD) Coordinator for state assessments.
  • Maintain current knowledge of pupil accounting and state-mandated data submission requirements, implementing necessary procedural changes.
  • Communicate with local district Special Education Coordinators and data managers regarding new reporting requirements and deadlines.
  • Facilitate professional development opportunities for Agency and local district staff as needed.
  • Attend meetings and workshops to enhance skills and knowledge relevant to the position.
  • Perform additional duties as assigned.

  • Detail-oriented with strong analytical skills; proficient in Excel and/or Google Sheets.
