POSITION OVERVIEW

The Surface Water Project Manager will oversee projects that may encompass a diverse array of disciplines, including the design of public and private drainage systems, Best Management Practices (BMP) design, NPDES permitting, and hydrology and hydraulics analysis.

This role will serve as the design task leader for stormwater initiatives, responsible for managing task budgets and schedules, actively participating in client meetings, and aiding in the development of marketing proposals.

Candidates should exhibit technical proficiency in designing common water resource tasks, such as stormwater management systems, pipe hydraulics, bridge hydraulics, floodplain evaluation, and demonstrate experience with NPDES permit compliance in both documentation and design of water quality BMPs.
Key responsibilities include:
  • Developing and managing projects and proposals to address local and regional stormwater requirements.
  • Understanding regulatory frameworks and water quality standards related to surface water and Clean Water Act/NPDES compliance.
  • Collaborating closely with clients and regulatory bodies as part of a multidisciplinary team.

Additional duties involve:

  • Creating project scope documents and plans that analyze benefits, costs, schedules, and associated risks.
  • Monitoring and communicating project-related issues, scope changes, variances, and contingencies that may arise during construction.
  • Formulating innovative and cost-effective solutions to construction-related conflicts and Requests for Information (RFIs).
  • Engaging with project partners, stakeholders, and the public to maintain strong relationships.
  • Mentoring junior staff members.
  • Assisting in marketing efforts for the surface water discipline, the office, and the company.

PROFESSIONAL QUALIFICATIONS
A four-year degree in Civil Engineering or a related field is required.
A Professional Engineer (PE) license in the State of California is mandatory.
A minimum of 7 years of experience in stormwater design and management is essential.
Familiarity with hydrology and hydraulic design software is preferred.
Experience with AutoCAD and Microstation is advantageous.
Knowledge of permit application development and coordination with federal, state, and local agencies is beneficial.
Understanding of water quality management, Low Impact Development (LID), and NPDES requirements is expected.

Previous experience with Land Development projects, including land planning, site design, grading, drainage, utilities, and stormwater management, is a plus.

Experience with local agencies and developers is preferred.
California Stormwater Quality Association QSD/QSP Qualification is encouraged but not mandatory.

COMPENSATION
The salary range for this position is $129,000-$154,000, depending on the candidate's experience and expertise. This role is also eligible for a discretionary bonus based on corporate and individual performance.
