Effective protection and management of water resources initiate at the watershed level, guiding the flow of water through urban and agricultural landscapes, streams, lakes, reservoirs, distribution systems, wastewater collection systems, and treatment facilities.


POSITION OVERVIEW

The Surface Water Project Manager will oversee projects that may encompass a diverse array of disciplines, including the design of public and private drainage systems, Best Management Practices (BMP) design, NPDES permitting, and hydrology and hydraulics analysis.

This role will serve as the design task leader for stormwater initiatives, accountable for task budgets and schedules, engaging in client meetings, and aiding in the development of marketing proposals.

Candidates are expected to exhibit technical proficiency in designing standard water resource tasks, such as stormwater management systems, pipe hydraulics, bridge hydraulics, scour analysis, and floodplain evaluation, along with experience in NPDES permit compliance, including documentation and BMP design.
KEY RESPONSIBILITIES
  • Develop and manage projects and proposals tailored to local and regional stormwater requirements.
  • Comprehend regulatory frameworks and water quality standards associated with surface water and Clean Water Act/NPDES compliance.
  • Collaborate closely with clients and regulatory bodies as part of a multidisciplinary team.
  • Create project scope documents and plans that encompass benefit analysis, cost assessments, work schedules, and risk evaluations.
  • Monitor and communicate project-related issues, scope changes, variances, and contingencies arising during project execution.
  • Devise innovative and cost-effective solutions to construction-related challenges and Requests for Information (RFIs).
  • Engage with project partners, stakeholders, and the public to foster strong relationships.
  • Mentor junior staff members.
  • Assist in marketing efforts for the surface water discipline, the office, and the company.

PROFESSIONAL QUALIFICATIONS
  • A four-year degree in Civil Engineering or a related field.
  • Professional Engineer (PE) license in the State of California is mandatory.
  • A minimum of 7 years of experience in stormwater design and management.
  • Familiarity with fundamental hydrology and hydraulic design software.
  • Proficiency in AutoCAD and MicroStation.
  • Experience with permit application development and coordination for federal, state, and local agencies.
  • Knowledgeable in water quality management, Low Impact Development (LID), and NPDES requirements.
  • Previous experience with Land Development projects, including land planning, site design, grading, drainage, utilities, and stormwater management, is advantageous.
  • Experience with local agencies and developers is preferred.
  • California Stormwater Quality Association QSD/QSP Qualification is encouraged but not required.

COMPENSATION

The salary range for this position is $129,000-$154,000, commensurate with the experience and expertise of the selected candidate. This role is also eligible for a discretionary bonus based on corporate and individual performance.
