Role Summary

The Strategic Partnerships Manager will play a pivotal role within the Dexis Professional Services – Monitoring, Evaluation, and Learning (DPS-MEL) team. This team is responsible for implementing monitoring and evaluation strategies for US Government programs, enhancing security cooperation, and expanding into additional service areas. The ideal candidate will possess substantial experience in business development with US Government entities, particularly the Department of State, Department of Defense, Department of Labor, Department of Health and Human Services, and/or Department of Homeland Security.

The primary responsibility of the Strategic Partnerships Manager is to autonomously oversee business development processes and initiatives, while also contributing to specific capture strategies and proposals for the division. Under moderate supervision, the individual will act as a proposal manager and assist in capture efforts for high-priority opportunities. This may involve drafting proposal sections, capacity statements, and white papers.

In addition to supporting opportunity pursuits, the individual will independently manage Salesforce CRM software, including our pipeline, partner data, tracking opportunities, conducting research on newly identified prospects, and other related tasks. The Strategic Partnerships Manager will also facilitate training and the utilization of reference materials for bid management within the broader DPS-MEL team, collaborate with our Business Development Support Services team, and aid in the strategic development for new opportunities and/or clients. Successful candidates will demonstrate proven experience in business development efforts with the US Government, particularly the Departments of State, Defense, and/or Homeland Security.

Key Responsibilities

Bid Management Duties (60%)

  • Act as bid manager, section writer, and/or pricer for active proposals, focusing on the more intricate bids of the DPS MEL team.
    • Bid management encompasses overseeing proposal teams, scheduling, and deadlines, supporting strategy formulation with technical staff, partner identification and negotiation, recruitment, writing, production, internal approvals, reviews, submission, and post-submission evaluations.
  • Engage actively in the lifecycle of new business development, including bid tracking, management during live phases, submission, and follow-up.
  • Assist in capture efforts in preparation for bids, including strategic pilots, desk research, partner outreach, marketing materials, and other activities to enhance Dexis' positioning ahead of opportunities.
  • Collaborate closely with other DPS-MEL team members serving as bid managers to provide on-the-job training, proposal oversight, and quality assurance.

Business Development Core Responsibilities (40%)

  • Coordinate with DPS leadership, BDSS, and other departments to fulfill the division's new business objectives and requirements.
  • Actively engage in enhancing Dexis' visibility in targeted industries and markets through networking and participation in industry events and organizations.
  • Maintain an updated pipeline and ensure that opportunity and partner records are current.
  • Proactively identify and monitor relevant upcoming USG funding opportunities through advanced intelligence gathering, partner relationships, and other resources.
  • Ensure the completion of compliance and color reviews, as well as the go/no-go process.
  • Manage and/or contribute to business development systems, tools, and processes.
  • Oversee and/or manage BD consultant engagement, including recruiters, technical writers, subject matter experts, bid managers, etc.
  • Contribute to the management of BD operations within the division, such as bid budget development, opportunity monitoring, systems management, and analysis and reporting on corporate/divisional targets.
  • Work effectively with DPS-MEL team members, BDSS, and other departments to achieve Dexis' business objectives.
  • Assist in the enhancement of BD processes, tools, and knowledge management.
  • Develop and mentor DPS-MEL staff involved in business development, particularly in bid management, as appropriate. Provide both formal and informal BD training.
  • May serve as the primary point of contact with partners and other resources required for multiple opportunities.
  • Manage RFI responses, draft qualifications, and other materials showcasing Dexis' capabilities.
  • Conduct research on opportunities, competition, and market trends.
Qualifications
  • Bachelor's Degree in a relevant field.
  • A minimum of 6 years of business development experience with US Government entities, specifically the US Department of State, US Department of Defense, and/or US Department of Homeland Security.
  • Demonstrated experience with DOS, DOD, and/or DHS Requests for Information (RFIs), Requests for Proposal (RFPs), and Task Order responses.
  • Proven experience leading large proposal teams on complex, multi-year, multi-partner proposals.
  • Demonstrated expertise in opportunity management, including identification and tracking.
  • Strong writing and editing capabilities.
  • Excellent organizational and multitasking abilities.
  • Strong interpersonal and communication skills.
  • Attention to detail and commitment to deadlines.
  • Ability to work independently with minimal oversight.
  • A proactive and positive attitude.
Preferred Qualifications
  • Experience with capture efforts and client relationship management.
  • Experience in opportunity and/or client strategy development and implementation.
  • Familiarity with Salesforce.
  • Knowledge of client/funder regulations related to budget development, unallowable costs for USG agencies, and familiarity with the Federal Acquisition Regulations (FAR), AIDAR, and the Defense Federal Acquisition Regulations Supplement (DFARS).
  • Familiarity with Monitoring and Evaluation programming.
  • Familiarity with Security Cooperation/Assistance programming.
  • Experience successfully managing and advancing opportunities to BPAs and/or IDIQs.
  • Understanding of cost and pricing principles.
  • Active or eligible to obtain a secret clearance.
