ORGANIZATION DESCRIPTION

Educare of Omaha, Inc. operates as a collaborative entity involving Early Head Start/Head Start, Omaha Public Schools, and the Buffett Early Childhood Fund. Our mission is to foster school readiness by enhancing the social and cognitive growth of children aged 0 to 5 years through evidence-based educational, health, nutritional, social, and family engagement services provided to enrolled children and their families.

The ERSEA (Eligibility, Recruitment, Selection, Enrollment, and Attendance) Program Supervisor will play a crucial role in formulating policies, procedures, and practices related to ERSEA. This position will oversee the ERSEA process to ensure compliance with Federal Head Start Performance Standards and will also supervise the Sixpence Home Visitation program and its personnel.

Work Schedule: This is a full-time position requiring 40 hours per week, Monday through Friday, from 8:00 AM to 5:00 PM, with some flexibility as necessary. The office is located at our Early Learning Center but serves all five of our centers.

Supervises: Home Visitor staff

KEY RESPONSIBILITIES

Eligibility Management

  • Conduct annual reviews and design eligibility criteria in accordance with federal performance standards for family selection into the program.

Recruitment Initiatives

  • Establish partnerships with community service providers to enhance awareness of Educare of Omaha, Inc.'s offerings.
  • Oversee the recruitment and enrollment processes for families.
  • Lead recruitment strategies aimed at informing families with eligible children in the service area.
  • Revise the annual recruitment strategy in collaboration with all stakeholders.

Selection Procedures

  • Ensure adherence to program protocols and timelines, verifying that all necessary documentation is uploaded into the program database for participants.
  • Act as the program's Homeless Liaison to ensure compliance with McKinney Vento legislation.

Enrollment Coordination

  • Manage the application and enrollment process for families interested in center-based and home visitation programs.
  • Facilitate smooth transitions for children.
  • Update the annual enrollment strategy in partnership with stakeholders.

Program Management

  • Provide direct oversight of the Sixpence Home Visitation program.
  • Supervise program staff, including Early Childhood Coordinators.

Attendance Monitoring

  • Collaborate with the school Interdisciplinary Team to maintain full classroom status by monitoring attendance trends.
  • Generate monthly attendance reports and assist in scheduling interdisciplinary team meetings to address attendance issues.

Additional Responsibilities

  • Ensure all data required for the federal Program Information Report (PIR) is accurately maintained for end-of-year compilation.
  • Assist with file audits, monthly monitoring, database administration, and report generation with measurable data.
  • Develop and deliver training on ERSEA systems, policies, and procedures to ensure compliance within Head Start and Early Head Start programs.
  • Support the coordination of the annual community needs assessment and analyze findings to recommend planning adjustments and continuous improvement.

EDUCATION AND EXPERIENCE REQUIREMENTS

  • Bachelor's Degree in Early Childhood Education, Social Work, Human Services, or a related field.
  • A minimum of two years of experience in early childhood education, program management, or coordination, preferably within an Early Head Start or Head Start context.
  • Familiarity with Head Start performance standards, philosophy, and mission is preferred.
  • Must successfully pass a background check that meets compliance standards.
  • Proof of COVID vaccination is recommended.
