Purchasing Manager

Alameda Health System is seeking a highly skilled Purchasing Manager to lead our procurement team. As a key member of our supply chain management team, you will be responsible for directing and coordinating activities related to sourcing and procuring goods and services.
Key Responsibilities:- Analyze market and delivery conditions to determine present and future material availability and prepare market analysis reports.
- Develop and maintain tools to track, monitor, and report savings.
- Create procedures for on-going sourcing and procurement processes.
- Evaluate performance of department employees and participate in personnel selection interviews.
- Negotiate or supervise the negotiation of complex requests for equipment, supplies, and services from suppliers and subcontractors.
- Oversee all activities related to procurement of a commodity, from intent to purchase through delivery of commodity.
- Design, implement, manage, and monitor procurement reporting systems to meet company requirements.
- Assign procurement requests to the appropriate personnel.
- Plan, organize, direct, and control activities related to the procurement function and coordinate the work of various sections of the Purchasing Department.
- Prepare and issue purchase orders and change notices; review purchase order claims and contracts for conformation to company policy.
- Draft, negotiate, lead, and manage finalization of complex agreements ensuring all contracts are properly executed in accordance with AHS policies.
- Prepare instructions regarding purchasing systems and procedures.
- Prepare or assist in preparation of reports and recommendations.
- Recommend policies and procedures to the Management and interpret departmental policy, rules, and regulations governing purchasing activities to subordinates and vendors.
- Recruit and maintain suppliers that provide high-quality products and services at a better price while maintaining the highest code of ethics and conduct.
- Support the aspiration for a Supplier Diversity program.
- Partner with departmental stakeholders to optimize value, improve processes, leverage growth, and reduce costs.
- Utilize data from internal and third-party tools to create reports for benchmarking, pricing, and cost savings initiatives.
- Represent the Purchasing department on Committees, Sub-Committees, and Task Forces.
- Bachelor's Degree in business, finance, industrial engineering, nursing, healthcare administration, supply chain management, or related field from a recognized college or university.
- Four years supervisory experience in supply chain management or procurement.
- Preferred: Graduate degree in business, finance, industrial engineering, nursing, healthcare administration, supply chain management, or related field.
- Preferred: Four years supervisory experience in purchasing within a healthcare environment.
- Preferred: Certified Materials & Resource Professional, Certified Professional in Supply Management, Certified Purchasing Manager.
