Position Overview: This role is responsible for overseeing the comprehensive management of Environmental, Military Munitions Response Program (MMRP), and Hazardous, Toxic, and Radiological Waste (HTRW) remediation initiatives.

Project Scope: The majority of assignments will be conducted at locations under the jurisdiction of federal entities and the Department of Defense. Key responsibilities include leading the development of work plans and reports, as well as planning and managing all facets of project execution. Support will also be provided in the preparation of bids and proposals, cost estimation, and resource allocation.

Core Responsibilities:

  • Oversee all elements of environmental assessments (PA, SI, and RI/FS), remedial actions (RA), and remediation projects, including coordination and scheduling of field activities, along with managing project Profit/Loss.
  • Lead the creation and final submission of planning documents, including but not limited to the Uniform Federal Policy – Quality Assurance Project Plan (UFP-QAPP), MR-QAPP, Sampling and Analysis Plan, and Health and Safety Plan.
  • Direct the preparation and submission of final reports for remediation projects, such as Site Specific Final Reports, Remedial Action Completion Reports, Remedial Investigation/Feasibility Study Reports, Proposed Plans, and Records of Decision.
  • Provide monthly status updates, revised schedules, and invoices.
  • Assist procurement teams in formulating technical specifications, evaluating bids, and negotiating with subcontractors.
  • Engage in proposal development, including reviewing Requests for Proposals, crafting Technical Approaches, conducting Red Team reviews, and discussing pricing/Level of Effort (LOE).

Qualifications:

  • Bachelor's or master's degree in environmental science/engineering, chemistry, or a related discipline.
  • 5-7 years of experience in MMRP and Environmental Remediation, along with relevant technical expertise.
  • Professional Certification (PG, PE, PMP, PGp, or equivalent) is mandatory.
  • Familiarity with MMRP guidelines, including but not limited to DESR, EM, EM-200-15, and MR QAPP Toolkit Modules.
  • Knowledge of CERCLA, RCRA, and TSCA regulations, as well as pertinent federal and state regulations regarding environmental characterization, sampling, waste transportation, and disposal activities.
  • Experience with USACE and/or DoD installation projects is advantageous.
  • Experience in implementing DGM and AGC on DOD MMRP projects is a plus.
  • Familiarity with designing MMRP RI/FS with VSP is also beneficial.

Additional Requirements:

  • U.S. Citizenship is preferred.
  • Ability to provide personal documentation and pass detailed background checks for access to military installations.
  • Willingness to travel for short-term assignments at project sites.
  • Proficiency in Microsoft Word, Excel, and PowerPoint is essential.
  • Ability to work effectively in a team environment with minimal supervision.
  • Excellent written and verbal communication skills are required.
  • Experience with MS Projects is a plus.
