Job Description:

The Health and Human Services Commission (HHSC) is seeking a highly skilled Contract Specialist II to join its Community Services (CS) team. As a key member of the Community Care Services Contracts (CCSC) Section, you will play a critical role in managing contracts for community care services programs.

This is a journey-level contract management position that requires strong analytical and communication skills. You will work under general supervision, with moderate latitude for initiative and independent judgment. Your responsibilities will include:

  • Developing and evaluating contracts for community care services programs
  • Providing orientation and technical assistance on program rules and policies to contractors
  • Negotiating and processing contracts and amendments
  • Conducting monitoring of contract performance, including service delivery and fiscal monitoring
  • Participating in State Office of Administrative Hearings (SOAH)
  • Developing and implementing corrective actions and/or sanctions
  • Investigating and validating individual, community, and department staff complaints relating to contract performance

You will also be responsible for:

  • Identifying training needs and assisting with the development of training materials
  • Providing guidance to contract or department staff to enhance performance, correct non-compliance issues, and improve quality of services to individuals
  • Carrying out special assignments as required by the unit manager

This position requires a strong understanding of contracting and procurement regulations, as well as business administration and accounting principles and practices. You must also have excellent communication and problem-solving skills.

Requirements:

  • Journey-level knowledge of contracting and procurement regulations
  • Knowledge of contract enrollment and maintenance procedures, regulations, and policies
  • Knowledge of local, state, and federal laws and regulations regarding contract enrollment, maintenance, and administration
  • Knowledge of community care services programs, policies, rules, and regulations
  • Ability to evaluate contracts and recommend continuation or termination of contracts, or adverse actions
  • Ability to interpret policies, procedures, and regulations regarding contract enrollment
  • Ability to gather, assemble, correlate, and analyze facts
  • Ability to organize workload and set priorities
  • Ability to problem solve and mediate
  • Ability to write and edit contract requirements and specifications and to negotiate features of a contract

Preferred qualifications include experience in interpreting policies, rules, and regulations of state and/or federal laws, as well as experience with HHSC Community Care Services programs.

This is a full-time position that requires extensive travel and some overnight travel. You must have a valid driver's license to perform duties.
