West Yost is on the lookout for a Funding Acquisition Specialist to collaborate with our engineering teams and clients in the pursuit of financial resources to facilitate critical projects in drinking water, wastewater, and stormwater management.
The ideal candidate will be driven, with exceptional organizational, interpersonal, and communication skills. This role presents a unique opportunity to become a vital member of our funding team, working closely with clients, government funding bodies, and our internal teams to identify, secure, and manage funding for essential capital projects that promote safe and reliable water and wastewater services across various communities.
Your expertise as a funding acquisition specialist will be instrumental in obtaining the necessary financial resources to advance capital projects that might otherwise be stalled. This will involve researching and pinpointing funding opportunities, as well as crafting financial strategies for program and project development.
You will be responsible for developing and submitting grant and loan applications for substantial capital projects and programs, facilitating the contract execution process between clients and funding agencies, and ensuring compliance with funding agreements.
The successful candidate will also manage multiple grant and loan agreements concurrently, coordinating with internal staff as needed to guarantee effective administration of these funding programs on behalf of our clients.
We are searching for a knowledgeable, senior-level funding acquisition specialist based in California, who can work with a multidisciplinary team to secure state and federal funding for water, wastewater, and stormwater project planning and implementation.
What You Bring To The Team
This position is suited for individuals with a bachelor’s degree in Planning, Public Policy, Engineering, Public or Business Administration, Environmental Studies, or related fields.
Applicants should have a minimum of 8 years of experience in crafting funding applications, with a keen attention to detail.
Candidates must demonstrate the ability to lead the development and completion of complex state and/or federal funding application proposals.
A passion for securing grant funds and advocating for clients to achieve positive project outcomes is essential.
In-depth knowledge of the grant application process, including data collection, research, and a comprehensive understanding of various funding programs, is required to maximize benefits for clients.
Proven experience in grant writing for Federal Funding programs (including, but not limited to, FEMA BRIC/FMA, Hazard Mitigation Grant Program, USBR WaterSMART, CDBG, US EDA, USDA, NOAA, and state funding programs) that have resulted in successful grant awards is necessary.
Familiarity with the legislative processes at both state and federal levels is crucial.
A desire for personal growth and active participation in expanding West Yost's funding services across California and beyond is encouraged.
Proficiency in current computer and office automation tools, along with a strong command of MS Office software, is expected.
Applicants should possess the ability to exercise independent professional judgment to foresee and address potential issues proactively.
Demonstrated strong planning and organizational skills, along with the capability to devise solutions to complex challenges, are essential.
Applicants must be able to interpret and apply the terms and conditions of grant programs in alignment with client agency policies and procedures.

Job Duties and Responsibilities
Independently lead the development and submission of capital improvement grant and loan applications and proposals on behalf of clients for priority projects.
Delegate tasks to junior grant specialists and others to support grant applications and administration.
Provide necessary advocacy and follow-up to guide applications through the funding process.
Create and maintain a funding strategy for multiple clients by proactively identifying key opportunities and priority projects.
Build, maintain, and leverage key relationships within state and federal agencies to advance client funding agendas.
Understand and communicate potential impacts of funding program requirements to clients.
Draft external and internal communication documents, including memoranda, correspondence, and letters of support as needed.
Effectively communicate the grant writing and funding services offered through business development opportunities and assist in the creation of marketing proposals.
Independently manage client portfolios encompassing a variety of client types.
Engage directly with clients through various communication methods.
Develop a comprehensive knowledge base of local, state, and federal funding opportunities for current and prospective clients in the water/wastewater/recycled water/stormwater sectors, creating summaries for internal and external use.
Act as a liaison with funding agency contacts and collaborate with client project managers and financial staff to gather performance and cost information necessary for reports and invoices.
Ensure accurate tracking of expenditures throughout the duration of funding agreements, which may involve multiple agencies and projects.
Provide support in the event of client audits by funding agencies.
Inform and advise project teams on grant and contract restrictions and requirements.
