Summary:
The Mayor's Office of Management and Budget (OMB) serves as the principal financial agency for the City government. The team of analysts and specialists within OMB is responsible for assembling and overseeing the Mayor's expense and capital budgets, which support the operations of approximately 90 City agencies and entities.
Within OMB, the Stimulus and FEMA Revenue Analysis Task Force plays a crucial role in monitoring Federal funding that aids the City's response to various emergencies, including the Coronavirus pandemic and natural disasters. The Revenue Accountability and Reporting Unit is tasked with managing a substantial budget of $5.88 billion in Stimulus funds and $7.2 billion in FEMA Disaster Recovery grants, ensuring accurate financial tracking within the City's Financial Management System and other relevant databases.
Key Responsibilities:
- Oversee the management of $13 billion in Federal revenue allocated for disaster response initiatives.
- Conduct thorough fiscal reviews of $7.2 billion in grant reimbursement requests to ensure timely and precise revenue recognition.
- Ensure that the fiscal implications of Federal grant awards are accurately represented in the City's budget and provide necessary budgetary and accounting guidance.
- Monitor expenditure forecasts and year-to-date spending, perform risk assessments, and suggest corrective measures as needed.
- Develop and maintain comprehensive reports to facilitate access to expenditure and revenue data for both technical and non-technical stakeholders.
- Collaborate with agency task forces and the City Comptroller's Office to generate required accounting entries in the City's Financial Management System (FMS).
- Create and execute ad-hoc queries, InfoAdvantage reports, and SAP Crystal downloads as necessary.
- Contribute to process enhancements or analytical projects on an as-needed basis.
Qualifications:
Ideal candidates will possess strong analytical, organizational, and problem-solving abilities, with a keen attention to detail. Excellent interpersonal skills and the capacity to maintain effective working relationships are essential. Strong written and verbal communication skills are required, along with the ability to work independently and motivate others. Candidates should be able to perform effectively under pressure and meet deadlines. Proficiency in Microsoft Office applications (Excel, Word, PowerPoint) and the ability to quickly learn new technologies are necessary. Prior experience with Financial Management Systems (FMS) is preferred.
Requirements:
For the Senior Analyst position ($84,257+): A Bachelor's degree in Business, Finance, Economics, Accounting, Public Policy Analysis/Administration, or a related field, along with a minimum of three years of full-time experience in budgetary planning/management, financial analysis, audit, compliance, accounting, public policy analysis/administration, or a related field; or a Master's degree in the aforementioned fields with one year of relevant experience.
For the Supervising Analyst position ($95,208): A Bachelor's degree in Business, Finance, Economics, Accounting, Public Policy Analysis/Administration, or a related field, with at least four years of full-time experience in budgetary planning/management, financial analysis, audit, compliance, accounting, public policy analysis/administration, or a related field; or a Master's degree in the relevant fields with two years of relevant experience.
