We are currently seeking a Finance Analyst to become a vital member of our team in Washington, District of Columbia, United States.

Job Overview:

Act as the primary financial steward for PMS 397 T1 Budget. Facilitate requirements and serve as the key liaison between the Financial team and the Technical Assistant Program managers (APM).

Key Responsibilities:
  • Convert intricate technical specifications into financial directives.
  • Collaborate with Technical Staff to prepare program specifications and develop Task Planning Sheets (TPS) within the NAVSEA Enterprise Planning System (NEPS).
  • Collect pertinent information, conduct reviews with APMs, and submit budget drills; Maintain ongoing communication with the BFM Group to uphold phasing plans, monitor obligations, and manage financial flows.
  • Create briefs and reports for Senior Leadership regarding Program Objective Memorandum (POM) Issues.
  • Assist in the program's transition to SCN funding by formulating out-year funding strategies and tracking reports.
  • Participate and provide essential input in both the Quarterly Financial Reviews (QFRs) and mid-year financial assessments with warfare centers and APMs to review expenditures and funding needs.
  • Monitor monthly expenditures and activity reports from Warfare Centers and Lab performers; analyze BFM execution reports; attend weekly and bi-weekly meetings with performers via in-person or telecom.
  • Update monthly expenditure reports with contributions from performers and Navy ERP; disseminate monthly reports to all stakeholders including performers, SIT leads, and financial points of contact.
  • Prepare Budget Exhibits.
Essential Qualifications:
  • Bachelor's Degree in business, finance, or accounting.
  • A minimum of 3 years of experience in finance.
  • Secret Clearance is required.
