Position Overview: The Program Manager utilizes extensive expertise in the technical facets of the Safety Management System (SMS) alongside management and program methodologies to lead a diverse team of air traffic control experts, engineers, and technical professionals across various projects.

Key Responsibilities:

  • Integrate multiple project efforts to align with the strategic objectives of the ATO by revising and enhancing the SMS Manual.
  • Oversee the management of safety risk management (SRM) activities within the ATO and across the FAA, ensuring compliance with organizational missions.
  • Employ SRM policy guidelines to scrutinize and assess complex projects, ensuring they align with the overarching goals of the organization.
  • Monitor project progress, manage project leaders, and implement necessary changes to adhere to timelines and deliverables.
  • Establish and track key performance indicators (KPIs) to measure program effectiveness and monitor advancement against program milestones.
  • Facilitate SRM panels to craft innovative policies that address potential vulnerabilities within the National Airspace System (NAS).
  • Develop and maintain strategic plans that synchronize program objectives with organizational goals.
  • Manage budgetary considerations, reallocating resources as necessary to achieve project objectives across various teams and disciplines.
  • Engage with internal and external stakeholders to discuss project statuses and future planning.
  • Act as the primary contact for policy and procedural inquiries related to the Safety Risk Manual.
  • Perform managerial duties impacting several teams, including strategic planning, priority setting, and communication of the organization's vision.
  • Assign responsibilities, mentor employees, and evaluate performance to foster organizational capabilities.

Qualifications:

To qualify for this role, candidates must demonstrate at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level, which includes:

  • Experience in reviewing and evaluating projects to ensure alignment with organizational objectives.
  • Experience in planning and coordinating safety risk management projects.
  • Experience in implementing project changes to meet schedules and deliverables.
