Description:

The Program Analyst will lead and/or support all aspects of program management, including schedule management, risk management, cost management, contract management, metrics definition and analysis, knowledge/documentation management, Integrated Product Team (IPT) management, and program reporting.

Essential Duties and Responsibilities:

Advise leadership on current DoD policies and procedures to support program decisions and recommend strategies and techniques for successful conclusions.

Lead/perform risk management, including identifying, managing, assessing, and mitigating cost, schedule, and performance risk, determining impacts across all program areas, and defining realistic burn-down plans.

Lead/perform knowledge management (KM), including documentation tracking, consistency, and repository management (e.g., SharePoint), process definition for standard operating procedures, and identification of internal and external best KM practices, including establishing a framework to organize, capture, harness, and exploit program information.

Define program management performance measures and metrics, gather supporting data, and prepare associated status reports for leadership reviews.

Integrate acquisition planning, requirements development, and resourcing into executable project plans, synchronized with the strategic vision.

Apply acquisition and program management principles to support program planning throughout the program life cycle, including supporting long-range planning that will be the foundation for the program Strategic Plan, Program Objective Memorandum (POM) development process, and other time-sensitive requirements.

Prepare programmatic communications for leadership from program plan through execution.

Lead Integrated Product Team (IPT) coordination, collaboration, and synchronization activities.

Perform schedule management, including managing/analyzing the critical path.

Participate in reviews to assess alignment with program objectives and requirements and determine feasibility of execution within the defined program baselines; identify issues and concerns that warrant leadership action.

Perform cross-functional analysis of life cycle costs across acquisition, and budget documentation.

Review programmatic documents, prepare comments with rationale, identify key concerns with recommended action for resolution, and collaborate as necessary to ensure proper understanding.

Establish Plan of Action & Milestones (POA&Ms), and prepare briefings to explain, defend, and advocate the program.

Make recommendations regarding System Integrator (SI) performance that may impact incentive/disincentive criteria.

Support contract management activities, including applying policy, guidance, and expertise in contracting fundamentals, legal considerations, overhead management, contract pricing, source selection planning, contract status tracking and reporting, intellectual property rights, contract-related documentation.

Support Integrated Logistics activities, including planning, integrating, coordinating, analyzing, and evaluating plans in the areas of requirements, implementation approaches and strategies, program management, risk management, document development, program reviews, reporting, user collaboration, training, deployment, sustainment, and cost estimation.

Supervisory Responsibilities:

This position does not have formal supervisory responsibilities; however, it will require management of projects and deliverables that may be supported by program staff (Government and/or Contractor).

Minimum Qualifications:

More than 4 years of experience and a MA/MS degree, or more than 6 years of experience and a BS/BA degree.

DoD Acquisition Certification preferred.

3 or more years of experience providing program analysis support for IT-based systems.

Knowledge, Skills and Abilities:

Extensive experience in the full complement of program management and acquisition life cycle activities.

Strong communications skills (both written and oral).

Strong customer service and excellent interpersonal skills.

Ability to listen and understand task descriptions and requests.

Ability to explain problem resolutions.

Ability to quickly respond to time-critical queries from leadership.

Ability to work independently without direct supervision or guidance.

Ability to meet minimum security clearance requirements.
