Position Specific Info: District Engineer – Northern Indiana (Civil, Environmental Engineer)

I. Job Overview
This role necessitates an engineer with extensive experience in Civil or Environmental disciplines, particularly within the solid waste sector. The ideal candidate will demonstrate exceptional problem-solving and management capabilities applicable to a diverse array of technical projects. Responsibilities include overseeing permitting, engineering, and construction at solid waste disposal sites, liaising with senior management and regulatory bodies, and serving as the technical lead for solid waste facilities. You will be continually challenged to leverage your expertise to enhance WM's reputation as a leader and innovator in delivering comprehensive waste management solutions to a wide range of clients.

II. Preferred Experience and Qualifications:

Degree in Environmental and/or Civil Engineering Project Management experience Familiarity with Construction Plans Strong Organizational and Communication skills Knowledge of regulations to ensure compliance Ability to work Independently Experience managing time-sensitive projects, including Engineering, Permitting, Regulations, Compliance, Construction, and Budgeting

III. Key Responsibilities
To succeed in this role, an individual must effectively perform each essential duty. Other minor tasks may be assigned. Key responsibilities include:

Engaging, directing, and managing professional consulting firms that execute various tasks at solid waste facilities, such as preparing permit applications and construction plans, conducting site monitoring, and preparing regulatory submissions. You will be accountable for the final deliverables. Maintaining robust relationships with regulatory agencies and serving as a primary communication link on technical and permitting issues between regulatory bodies and operational sites. This includes representing WM in permit meetings, hearings, and site inspections, acting as a professional representative for WM in community engagements, technical conferences, and other forums. Overseeing landfill construction projects from the preparation of construction plans to final approval. Responsibilities encompass managing consultants, contractors, budgets, preparing bid documents, administering contracts, coordinating contractors, and ensuring construction quality assurance. Actively managing and tracking capital budgets for engineering and construction projects, reporting to local management and corporate using established procedures. Coordinating landfill capacity tracking to manage this critical asset, including developing airspace calculations and completing capacity projections; collaborating with landfill managers to create efficient fill sequencing plans and schedules for cell construction and closure. Conducting regular site evaluations to ensure compliance with construction and permit documents and assessing site expansion potential. Proactively pursuing and obtaining necessary or advantageous permits and/or modifications. Collaborating with other professionals and subject matter experts within WM to deliver innovative, cost-effective engineering solutions to identified or potential operational, environmental, and compliance challenges at landfills, transfer stations, hauling operations, and other business areas. Participating in the review of acquisitions and coordinating and evaluating divestitures, including proforma modeling assistance and interaction with corporate and executive management during due diligence. Assisting in training and providing mentorship and supervision to WM technical staff assigned to your team.

IV. Supervisory Responsibilities
Acting as the team lead on various projects is an integral part of this position.

V. Qualifications
The requirements listed below are representative of the qualifications necessary to perform the job.

A. Education and Experience

Education: Bachelor's Degree (accredited) in Engineering. Experience: Five (5) years of relevant experience (in addition to education requirements).

None required.

C. Other Knowledge, Skills or Abilities Required

Proficient in Microsoft Windows, Word, Excel, PowerPoint, etc. Willingness to travel up to 50% of the time, including travel to assigned locations. Excellent interpersonal skills and ability to interact professionally with a variety of audiences. Outstanding verbal and written communication skills. In-depth knowledge of environmental regulations, including solid waste, air, stormwater, and wastewater. Comprehensive understanding of landfill design and permitting. Strong project management skills with the ability to lead and manage multiple projects simultaneously. Ability to work independently as well as collaboratively in a team environment. Capacity to lead environmental, engineering, and multi-disciplinary teams. Proficient in reading, analyzing, and interpreting business documents, professional journals, technical procedures, and regulations. Familiarity with safety regulations Understanding of accounting processes and P&L statements.
