Job Summary

CSUSB is seeking a highly skilled Payroll Lead to join our UEC Payroll Department. The successful candidate will be responsible for analyzing and interpreting payroll, CalPERS, labor, and tax law, and enforcing and implementing them through policy and procedures.

Key Responsibilities

  • Analyze and interpret payroll, CalPERS, labor, and tax law to ensure compliance with regulations.
  • Develop and implement policies and procedures to ensure accurate and timely payroll processing.
  • Communicate with Payroll company (Paylocity) to ensure system configuration meets California and Federal Labor Laws.
  • Maintain taxation on earning, deduction, and accrual codes for payroll data processing.
  • Collaborate with HR on data transfer for payroll processing.
  • Audit and reconcile payroll data prior to payroll transmit and complete payroll processing.
  • Complete post-payroll audits and prepare financial reporting for accounting and audit purposes.
  • Develop and distribute quarterly vacation accrual report for project directors and sponsored programs.
  • Provide complex accounting data from payroll system to General Ledger.
  • Ensure accuracy of all employee and employer deductions.
  • Set percentage of fringe benefits for UEC with Executive Director approval.
  • Support Project Directors in preparing new year budget on labor cost.
  • Lead UEC Payroll staff in processing disbursements of fringe benefits.
  • Responsible for tax filing accuracy and quarterly filing of 941 and yearly filing of W2s.
  • Liaison to CalPERS and support Actuarial and audit requirements.
  • Stay in compliance with State of California Controller office to report unclaimed property.
  • Collaborate with Faculty affairs and college analysts to ensure People Soft Faculty Additional Pay requests are submitted for approval.
  • Collaborate with shared service teams, including Human Resources, Finance, SMSU, ASI, and other business partners.
  • Configure and maintain Time Clock system for staff employees.
  • Train and lead the UEC Payroll team.

Requirements

  • Bachelor's degree and/or equivalent training and administrative work experience.
  • Five to six years of related experience.
  • Strong analytical skills to interpret and apply rules and regulations.
  • Knowledge in budget and accounting procedures.
  • Computer programming skills to configure and maintain payroll system.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to exercise initiative, flexibility, good judgment, and discretion.
  • Ability to communicate and maintain professional and cooperative working relationships.
  • Organizational and time-management skills with ability to work under pressure.
