Compensation Range

$142,050 - $182,388 Annual (TSS.3)

$170,430 - $218,868 Annual (TSS.4)

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

Position Overview

We have an opening for a Project Construction Leader specializing in high-performance computing infrastructure. You will provide advanced technical and administrative oversight for the execution of construction projects impacting Laboratory structures, systems, and components. This role involves managing subcontracted construction initiatives and effectively coordinating and communicating subcontractor activities with various representatives across the laboratory.

Key Responsibilities

  • Deliver advanced technical and administrative guidance, oversight, and solutions in support of LLNL construction projects and initiatives.
  • Resolve complex technical challenges and implement construction solutions relating to intricate drawings, specifications, and other construction data provided to subcontractors in accordance with subcontract and LLNL requirements.
  • Oversee subcontractor safety programs to ensure compliance with approved project-related safety protocols and enforce adherence to these safety measures.
  • Manage contractor and vendor performance, ensuring integration with internal partners for timely and budget-compliant project delivery.
  • Monitor subcontractor schedules and proactively address time-sensitive issues to ensure project milestones are achieved, coordinating necessary inspections.
  • Develop project-specific logistics plans, including waste management and disposal coordination.
  • Direct the procurement and delivery of government-furnished equipment and materials.
  • Review site-specific safety plans and job hazard analyses for compliance with established safety policies, expediting the review and approval process of project-specific safety documents.
  • Ensure that subcontractor testing and commissioning plans align with subcontract requirements, coordinating the commissioning process with LLNL stakeholders and overseeing testing activities.
  • Perform additional duties as assigned.

Additional Responsibilities at the TSS.4 Level

  • Create project-specific quality assurance plans and coordinate quality assurance oversight of ongoing work, providing expert-level Lockout/Tagout (LOTO) experience for complex construction activities.
  • Conduct expert-level constructability reviews and propose innovative solutions to intricate problems; lead preconstruction meetings and prepare necessary documentation.
  • Represent LLNS as the subject matter expert in designated areas, implementing decisions related to construction and processing subcontractor-generated documents.

Qualifications

  • Ability to obtain and maintain a U.S. DOE Q-level security clearance, requiring U.S. citizenship.
  • Bachelor's degree in mechanical engineering, Construction Management, or a related field, or certification as a construction manager under CMAA; with advanced knowledge of the construction manager role.
  • In-depth understanding of construction methods, materials, and codes, with the ability to interpret and comprehend blueprint drawings.
  • Quality Assurance: Implement and uphold stringent quality control measures throughout the construction process, ensuring compliance with industry standards and client requirements.
  • Extensive experience managing construction and demolition projects and budgets.
  • Proficient in interpreting and applying relevant safety standards, codes, laws, and regulations to construction projects.
  • Exceptional verbal and written communication skills to effectively convey information to project personnel and stakeholders.
  • Proficient in using software tools such as Microsoft Office, MS Project, and construction project management software.

Preferred Qualifications

  • Experience in constructing major laboratory facilities and data centers.
  • Familiarity with LLNL's Integrated Safety Management System.
  • Knowledge of 10CFR851 regulations.
