Role Summary:
In this capacity, you will oversee the strategic design, planning, coordination, assessment, and execution of a significant project aimed at improving communications interoperability and the integration of autonomous vehicles. This position demands outstanding organizational capabilities, the ability to juggle multiple intricate tasks, and a comprehensive understanding of the Homeland Security Exercise and Evaluation Program (HSEEP) protocols. Your primary goal will be to ensure that all project objectives are achieved while facilitating effective communication with stakeholders across various levels.
Key Responsibilities:
- Process, organize, and convey extensive information in a dynamic environment with clarity and accuracy. Ensure that all project activities are meticulously documented and aligned with overarching goals.
- Collaborate with senior personnel, clients, and other stakeholders to monitor project progress, including the creation and upkeep of essential project management documents such as the Integrated Master Plan, Integrated Master Schedule, and Work Breakdown Structure. Ensure adherence to timelines and budget constraints.
- Direct the planning and implementation of the project, including leading meetings, developing playbooks, master scenario event lists, and other necessary materials. Ensure all technical and operational components are prepared and functioning as intended.
- Oversee the preparation and execution of integration testing, dry runs, and the final experiment, addressing any challenges that arise and updating plans and documents accordingly. Ensure all stakeholders are well-informed and ready for their responsibilities.
- Facilitate the post-project evaluation by collecting observations, conducting surveys, and leading the creation of the final After Action Report (AAR). Support post-project outreach, including stakeholder communication and dissemination of findings.

This position allows for remote work with travel requirements to various locations as needed.
Required Qualifications:
- Bachelor's Degree
- 10+ years of professional experience
- Extensive knowledge and experience with HSEEP planning, documentation, execution, and reporting.
- Experience managing complex homeland security exercises, with foundational knowledge of cellular networks, UAS, autonomous vehicles, and public safety practices.
- Expertise in communications interoperability and governance methodologies.
- Skilled in facilitating working groups of various sizes.
- Detail-oriented with strong organizational and communication abilities.
- Experience in public affairs and content clearance procedures for communication materials.
- Proficient in Microsoft Office Suite, including Teams and PowerPoint.
- U.S. citizenship and ability to obtain public trust clearance.
Preferred Qualifications:
- Experience in cross-border mutual aid environments.
