Senior Acquisition and Program Management Consultant

OCT Consulting LLC is a specialized management and strategy consulting firm dedicated to serving Federal Government clients.

Key Responsibilities:

OCT Consulting is experiencing significant growth and is seeking to add a seasoned acquisition and program management subject matter expert (SME) to enhance our best practices and training initiatives related to a government client's acquisition and program management review board.

This review process is managed within the procurement division, where the "review team" supports the high-level "Committee" prior to a formal session dedicated to program evaluations.

The Committee focuses on procurements and programs valued at $500 million or more.

Your role will involve creating a comprehensive repository of best practice document templates and examples, developing training materials on acquisition and program management best practices, and facilitating group training, one-on-one coaching, and other learning and development (L&D) sessions for programs, the review team, the Committee, and other stakeholders across the Department.

This review process and the associated best practices/training function are newly established within the Federal agency.

In addition to your responsibilities regarding best practices and training, you will also be expected to actively participate as a member of the review team/SME when necessary.

Furthermore, you will assist in the ongoing development of existing review strategies, evaluation frameworks, processes, and procedures.

As a best practices/training SME, you will collaborate closely with the programs you evaluate to share insights, refine their submissions to the review Committee, and serve as the primary point of contact (POC) to guide programs in understanding exemplary acquisition and program planning.

The review team and the high-level Committee aim to assess substantial government procurements to ensure the implementation of optimal program management best practices.

This position requires strong leadership capabilities, empathy, extroversion, proactivity, and extensive expertise in program management and Federal acquisition to guarantee that programs, the review team, and the Committee are well-prepared for success throughout the review process and beyond.


Responsibilities include:

  • Developing a robust repository of agency-specific best practice templates and examples of essential acquisition and program management documents (e.g., Acquisition Plans, SOWs, Program Management Plans, Program Budgets, Risk Registers, Market Research, etc.) to guide both programs and the review team in document submissions.
  • Ensuring that programs presented to the Committee are well-prepared on best practices, providing guidance in regular meetings and training sessions.
  • Promoting the use of best practice templates and examples across the Department to all relevant stakeholders.
  • Evaluating documents submitted to the acquisition/program management review Committee and actively participating in the review process.
  • Assisting in the development of key issues lists, informational memos, and other evaluation outputs for the Committee.
  • Addressing inquiries from Committee members regarding the review team's evaluations and leading necessary briefings.
  • Collaborating with programs to clarify submission requirements and expectations.
  • Refining the existing Analytical Framework Breakdown (AFB) used for document evaluations.
  • Working with the Committee's Liaison Office to enhance review processes related to the review cycle.
Qualifications:

Applicants should possess a minimum of twenty (20) years of experience providing senior-level acquisition and program management support to Federal agencies.

Experience at the SES level or as a senior executive in public sector consulting managing large-scale programs and acquisitions is preferred.

The ideal candidate will have overseen Federal acquisitions exceeding $500 million and managed programs of similar scale and complexity.

Strong leadership skills, the ability to inspire others, and extensive experience in developing and reviewing acquisition and program management documents are essential.

Proficiency in creating training plans, curriculums, and various L&D materials is required, along with experience leading training sessions for diverse audiences.

Excellent organizational skills, attention to detail, and the ability to produce executive-level materials independently are crucial.

Strong communication skills and the ability to collaborate effectively with senior government stakeholders are necessary.

A Bachelor's Degree is preferred.
