Overview:

POSITION SUMMARY:


Under the general oversight of the Associate Director of Grant Accounting & Compliance or their representative, the Research Funding Compliance Specialist undertakes diverse financial and administrative tasks to ensure adherence to the regulations governing post-award grants, contracts, and restricted donations while complying with relevant policies and standards.

The Research Funding Compliance Specialist will collaborate with both internal and external partners to oversee post-award financial activities, balance financial accounts, and generate financial statements to secure ongoing funding for research initiatives that align with the mission and values of the institution.


This is an open-rank position (there are 4 levels of Research Funding Compliance Specialist) - candidates will be appointed to the level appropriate to their experience.


Responsibilities:

ESSENTIAL FUNCTIONS:

Research Funding Compliance Specialist I:


Assist in the monitoring and evaluation of the university's portfolio of research project grants, contracts, and restricted donations, from initiation through conclusion to safeguard the integrity of the university's research operations.

Input award information into the financial management system to establish the project record. Utilize reports and queries to track expenditures for accuracy and compliance with necessary policies and regulations. Collaborate with departments to ensure timely resolution of issues.

Process invoices and payments in accordance with contract stipulations to meet cash management obligations. Oversee the reconciliation of receipts and accounts receivable.

Identify sponsor requirements that necessitate attention.

Work alongside departments to promote best practices in grants management. Provide guidance to external department personnel to resolve compliance challenges. Take necessary actions to implement corrections.

Reconcile expenditures, disbursements, and receipts. Prepare and submit financial reports to ensure adherence to sponsor and institutional requirements.

Partner with pre-award staff in all grants management processes and procedures to uphold high standards of customer service.

Exhibit a willingness to take on increasing responsibilities and engage in networking opportunities.

Communicate clearly and concisely to gather and disseminate information.

Perform additional duties as required.

Research Funding Compliance Specialist II:

Duties noted above plus:


Oversee and assess a portfolio of research project grants, contracts, and restricted donations, including component budgets, from initiation through conclusion to maintain the integrity of the university's research operations and ensure ongoing funding for research.


Create the award/project in the financial management system, accurately reflecting sponsor terms, special conditions, and reporting requirements, providing the Principal Investigator and administrators with the necessary information to meet deliverables and remain eligible for future funding.

Monitor expenditures for accuracy and compliance with required policies and regulations.

Guide administrators and Principal Investigators in appropriate corrective actions to ensure resolution of issues and continued funding for research projects.

Invoice sponsors according to contract terms to meet cash management requirements. Act on behalf of the institution to address any inquiries. Manage payments, reconciliation of receipts, and accounts receivable.


Identify sponsor terms and conditions that require attention and communicate creative solutions to Principal Investigators and department staff to address issues and ensure ongoing funding.

Analyze and reconcile expenditures, disbursements, and receipts. Prepare and submit financial reports to ensure compliance with sponsor and institutional requirements.


Utilize reports and queries to monitor data accuracy for compliance purposes and accuracy in the financial management system.

Participate in policy and procedure review and enhancement; provide constructive feedback.

Research Funding Compliance Specialist III:

Duties noted above plus:
Oversee and assess a substantial portfolio of complex grants, contracts, and restricted donations, including multiple budget components, and significant departments from initiation through conclusion to safeguard the integrity of the university's research operations and ensure ongoing funding for research


Evaluate and analyze award documentation; create and record award data in the financial management system following the terms and conditions, special conditions, approved budget, and reporting requirements, providing the basis for university reporting and management.

Review setup work of less experienced staff to ensure accurate interpretation and system data.

Review and analyze expenditures for accuracy and compliance with required policies and regulations.

Guide administrators and Principal Investigators in appropriate corrective actions to ensure resolution of issues and continued funding for research projects.

Mentor less experienced staff in understanding, interpreting, and applying policies and procedures to assure best grants management practices.

Guide department staff to facilitate best grants management practices. Provide guidance to external department personnel to resolve compliance challenges. Take necessary actions to implement corrections.


Modify and enhance system reports and queries to monitor data for compliance purposes and accuracy in the financial management system.

Participate in policy and procedure review and enhancement; identify any issues and propose solutions.

Communicate clearly and concisely to gather and disseminate information.

Research Funding Compliance Specialist IV:

Duties noted above plus:
Oversee and assess a highly complex portfolio of grants, contracts, and restricted donations in high-profile departments, including numerous departments, multiple budget components, and extraordinary sponsor requirements from initiation through conclusion to safeguard the integrity of the university's research operations and ensure ongoing funding for research/

Create award records in the financial management system.

Evaluate and analyze demographics to ensure award documentation; work within the enterprise financial management system to review and verify sponsor and institutional data pertaining to each award/project, providing the basis for university reporting.

Analyze expenditures for compliance with required policies and procedures. Guide administrators and Principal Investigators through resolution.

Direct policy and procedure review and enhancement, identifying issues and providing solutions.

Create reports and queries to monitor data for compliance; analyze and provide reports to leadership.

Lead efforts to gather and prepare information for audits, desk reviews, and site visits.


Onboard, train, and mentor less experienced staff in understanding, interpreting, and applying policies and procedures to assure best grants management practices.

Develop and maintain standard operating procedures and training materials.

Create, maintain, and deliver educational and training materials, providing high-quality guidance to department administrators and Principal Investigators.

Qualifications:

REQUIRED QUALIFICATIONS:

Research Funding Compliance Specialist I:
Bachelor's degree in Business, Accounting, Finance, or a related field or equivalent experience

0-1 years of relevant business experience

Proficient in Microsoft Office Suite

Excellent interpersonal, verbal, and written communication skills necessary to engage effectively with a diverse population of stakeholders

Demonstrated time management and problem-solving abilities with the capacity to organize and prioritize workload to meet deadlines.

Demonstrated understanding of financial documents such as system reports at summary and detail levels.

PREFERRED QUALIFICATIONS:
Knowledge of OMB Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.

Knowledge of NIH Grants Policy Statement.

Research Funding Compliance Specialist II:

Requirements noted for Specialist I plus:
3+ years of relevant business experience


Demonstrated time management and problem-solving abilities with the capacity to organize and prioritize workload, identify problem areas, and take action to meet deadlines.

Demonstrated ability to analyze and interpret financial documents such as system reports at summary and detail levels.

Research Funding Compliance Specialist III:

Requirements noted for Specialist I plus:
5+ years of relevant business experience

Preferred:
Professional Certification in Research Administration (CRA) or Master's Degree in Research Administration
