Position Summary:

The Head of Capital Markets will play a pivotal leadership role in optimizing the balance sheet composition of Ent Credit Union. This position is crucial for achieving strategic objectives while maximizing value and effectively managing interest rate exposure. Responsibilities will encompass the buying and selling of loans, overseeing the fixed income investment portfolio, developing pricing models, and crafting derivative strategies. The ideal candidate will possess extensive expertise in capital markets, particularly in the trading of securitized products, and demonstrate advanced leadership capabilities in building and nurturing a Capital Markets team.

Key Responsibilities:
  • Assess and determine the relative value of all assets and liabilities on the balance sheet to identify which should be acquired, retained, or divested.
  • Invest surplus funds in compliance with regulatory standards and internal policies. Analyze new investment strategies and provide recommendations to senior management.
  • Oversee the acquisition, disposition, and hedging of all secondary loan operations, conducting thorough loan valuation analyses.
  • Ensure accuracy in pre-purchase reviews and maintain comprehensive documentation. Conduct annual due diligence on brokers and safekeeping practices.
  • Lead staff management and development initiatives, including training programs, performance evaluations, mentoring, and skill enhancement.
  • Adhere to regulations and internal policies related to the Bank Secrecy Act.
Qualifications:

Required Education:
Bachelor's Degree in Business, Economics, Accounting, Finance, or a related discipline.
Preferred Education:
Master's Degree in Business, Economics, Accounting, Finance, or a related discipline.

Experience:
8+ years in Asset Liability Management (ALM), balance sheet oversight, or investment management, including:
- 5+ years in Finance, Treasury, or a related sector (preferably within a credit union).
- 4+ years in investment portfolio management, loan transactions, and derivatives for risk mitigation.
- 4+ years in a managerial capacity.

Technical Skills:
  • Proficient in investment types, structures, and analytical techniques.
  • Strong data analysis skills and familiarity with relevant software.
  • Exceptional analytical, interpretive, and evaluative abilities.
  • Capable of developing formulas and reporting tools.
  • Understanding of interest rate risk, liquidity risk, ALM, and credit risk.
  • Adept at managing multiple priorities and adapting to changing circumstances.
  • Ability to independently analyze complex financial data and resolve issues.
  • Strong verbal and written communication, organizational, and customer service skills.
  • Knowledge of credit union products and services.

Certifications:
Chartered Financial Analyst designation is preferred.

Working Conditions:

This role may involve occasional standing, walking, and lifting, with frequent periods of sitting. The candidate should be prepared for a dynamic work environment that may require adaptability to various physical and atmospheric conditions.
