POSITION: Personnel Security Specialist

Overview:

The main objective of this role is to act as a key security expert within the Major Command (MAJCOM) framework, safeguarding the organization against espionage, terrorism, and threats related to unauthorized access or compromise of sensitive information and materials critical to the mission, national defense, and security.


Key Responsibilities:

Management of SCI Personnel Security:
Assume the role of Chief of the Personnel Security Branch.

Serve as the principal advisor to the Chief Security Officer (SSO), tasked with the initiation and execution of policies and procedures necessary for the effective management of Sensitive Compartmented Information (SCI) programs and the protection of SCI assets.


Oversight of SSO Personnel Security Operations:

Strategically plan, organize, and oversee the operations of the Special Security Office Personnel Security Branch, ensuring adherence to legal and regulatory standards while fulfilling customer requirements.

Manage the Industrial Security Program.
Offer comprehensive guidance, training, and support to subordinate organizations on matters related to the industrial security program.

Deliver authoritative advice to enterprise and subordinate entities globally regarding physical and TEMPEST security measures to safeguard classified national security information, including both Sensitive Compartmented Information (SCI) and collateral data.


Position Requirements:
This role is classified as GG-12 within the Defense Civilian Intelligence Personnel System (DCIPS).

The GG-12 responsibilities align with the 'Professional' work category at the 'Full Performance' level, comparable to GS-12 standards.

The selected candidate's salary will be determined within the grade equivalent to a GS/GG level based on qualifications relevant to the position.


Qualifications:

To qualify, candidates must meet the specialized experience criteria outlined in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, specifically in Administrative and Management roles.

Knowledge, Skills, and Abilities (KSAs):

Candidates will be evaluated based on their proficiency in the following areas:

  • In-depth understanding of advanced security concepts, principles, criteria, and practices.
  • Extensive knowledge of Personnel Security Management, including experience with DISS and collaboration with the Defense Counterintelligence Security Agency regarding personnel issues for all SCI-indoctrinated individuals.
  • Familiarity with the interconnections between Personnel Security and Industrial Security to align objectives and enhance information sharing strategies.
  • Comprehensive understanding of Industrial Security and management of the DD Form 254 process.
  • Ability to interpret security laws, directives, and regulations to assist subordinate organizations in establishing effective internal security programs.
  • Strong communication skills, both oral and written, to convey information clearly and accurately to diverse audiences.
  • Capability to foster effective professional relationships with colleagues and clients, contributing to a collaborative work environment and successful mission outcomes.

Employment Conditions:

This position is designated as special-sensitive, requiring eligibility for access to Sensitive Compartmented Information (SCI) and involvement in Top Secret Special Access Programs (SAP) to fulfill the responsibilities of the role.

A non-disclosure agreement is mandatory.

Drug Testing:

This role is classified as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program, necessitating the employee to pass initial and periodic short-notice drug tests.

Certification in Department of Defense Security Fundamentals Professional Certification (SFPC) and Security Asset Protection Professional Certification (SAPPC) is required within two years of the employee's entry on duty or initial assignment to this position.
