Position Overview


Under the supervision of the Facilities Services Manager, this role involves executing skilled construction, maintenance, repair, and renovation tasks for City-owned buildings, facilities, and equipment. Additionally, this position entails overseeing projects by collaborating with consultants and managing vendors and contractors.


Key Responsibilities

  • Perform a variety of tasks across multiple building maintenance and construction disciplines, including HVAC, plumbing, electrical, locksmithing, electronics, carpentry, glazing, and mechanical work.
  • Oversee project management activities, including scheduling and supervising vendors, contractors, and consultants.
  • Address routine and urgent maintenance requests generated through facilities work orders and resolve customer issues related to building or facility concerns.
  • Be prepared to respond to emergency situations outside of regular hours that may impact the safety and security of City facilities.


Essential Duties

  • Manage a diverse range of projects, including drafting specifications for formal bidding processes such as Requests for Proposals (RFP) and Capital Improvement Programs (CIP).
  • Prepare bid documents, including schedules, public notices, and scopes of work; draft contracts for services and coordinate with consultants (e.g., architects, engineers).
  • Ensure compliance with City purchasing guidelines and procedures, manage contract resolutions, and negotiate with vendors, contractors, and consultants.
  • Develop and modify building plans as necessary for project work, space planning, or permit applications.
  • Conduct skilled construction, maintenance, repair, and renovation of City buildings, ensuring compliance with safety codes and regulations.
  • Perform repairs and adjustments on heating and air conditioning systems, troubleshoot issues, and inspect gas lines for safety.
  • Install, maintain, and repair plumbing fixtures and systems, including water pipes and waste disposal systems.
  • Execute carpentry tasks, including framing, drywall installation, and finishing work.
  • Prepare surfaces for painting and apply paint to various structures and surfaces.
  • Maintain records related to work performed, including inventories, work orders, and project reports.
  • Operate a variety of tools and equipment necessary for building maintenance and construction tasks.
  • Estimate labor and material costs for projects and procure supplies as needed.
  • Stay informed about safety regulations and ensure compliance in all work areas.
  • Perform custodial duties as required, including moving furniture and maintaining custodial equipment.
  • Evaluate and prioritize work order requests effectively.
  • Perform additional duties as assigned.


Minimum Qualifications

  • High school diploma or GED.
  • Valid driver's license.
  • At least five years of experience in facilities maintenance or construction across various trades.
  • Thorough knowledge of safety regulations relevant to the work environment.
  • Current first aid and CPR certification or ability to obtain within 60 days of hire.
  • Two years of project management experience, preferably in municipal government.
  • Proficiency in computer applications such as Word and Microsoft Project is desirable.
  • Ability to operate various vehicles, including those with manual transmissions.


Working Conditions

  • Work is performed in diverse indoor and outdoor environments, including inclement weather.
  • Some tasks may require working in confined spaces or at heights.
  • Must be capable of lifting and moving heavy objects, with the ability to lift up to 50-75 pounds.
