We are seeking a highly skilled HIV Services Planner to join our team at the Texas Department of Aging & Disability Services. As a key member of our team, you will play a critical role in supporting, directing, and monitoring administrative agencies and stakeholders engaged in HIV/STD care and prevention planning in Texas.
Key Responsibilities:
1. Develop and Implement Planning Strategies:
Develop policies, procedures, and guidance for administrative agencies to direct planning activities, including the development of regional comprehensive plans, qualitative and quantitative needs assessments, community engagement and input activities, and the implementation of plans through prioritizing services and allocating funding and other implementation strategies. Research and provide guidance on the implementation of planning models, techniques, and processes. Prepare and provide technical assistance to contracted administrative agencies to support planning operations and projects. Recruit and coordinate interdisciplinary teams for the purpose of developing methods, tools, and techniques that meet the technical assistance needs of contractors and stakeholders engaged in HIV planning and plan implementation.
2. Monitor and Evaluate Planning Activities:
Develop tools and procedures for monitoring administrative agency planning activities to ensure compliance with policies, procedures, and guidance. Develop and implement effective techniques for assessing planning processes and plan implementation. Assess progress toward implementation of HIV/STD plans. Develop needs assessment and evaluation tools to collect data on HIV/STD prevention and services planning activities and resources. Write reports on the capacity of administrative agencies to perform planning activities, and the performance in conducting planning activities.
3. Research and Analyze HIV Trends:
Research and analyze local, state, and national HIV trends. Research national and state policy, regulations, rules, and guidance relevant to HIV planning and implementation strategies. Make recommendations for program policy and procedure to incorporate required national and state policy. Research information on the science of HIV/STD and prepare technical materials and reports on HIV/STD prevention and services planning processes, HIV/STD prevention interventions, and HIV/STD service delivery methods and systems. Collect, organize, and analyze quantitative and qualitative data in order to write a comprehensive HIV prevention and services plan and to develop planning strategies that address gaps in HIV/STD prevention and services.
4. Facilitate Meetings and Coordinate Activities:
Facilitate meetings, workgroups, and other meetings to gather input, achieve consensus, and ensure stakeholder involvement. Work with local health departments, state agencies, and federal partners in the coordination and implementation of state and local HIV/STD prevention and services plans and activities. Prepare and deliver presentations on HIV/STD planning processes, plans, and HIV/STD data.
5. Stay Current with Best Practices:
Identify, research, and present information on issues and strategies related to the mission of the HIV/STD program. Research and maintain current knowledge of best practices relevant to HIV planning and service delivery. Conduct studies necessary to inform and support HIV program goals and objectives.
6. Other Duties:
Perform other duties as assigned, including actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
Requirements:
Considerable knowledge of public health practices, including plan development and community organization, city, county, and state organizations and administration, and community inter-relationships. Knowledge of principles, objectives, and procedures of governmental planning, programming, and research. Knowledge of budgeting and grant writing process. Knowledge of HIV/STDs. Knowledge of PC applications used to analyze and present data. Knowledge of customer service philosophy. Skill in communicating clearly, concisely, and effectively, both verbally and in writing, with culturally and professionally diverse audiences. Skill in building and maintaining effective interpersonal skills, including negotiating, training, and motivating others. Ability to conduct research and to use quantitative and qualitative data to evaluate and develop planning strategies. Ability to manage volunteer groups. Ability to guide groups of diverse individuals through a planning process and achieve stated planning outcomes. Ability to motivate public health disciplines in program planning and implementation. Ability to plan and work with local health agency personnel, service providers, and community groups. Ability to provide leadership and organizational advice to local health authorities in specialized health program areas. Ability to establish and maintain effective working relationships with interdisciplinary staff teams and with diverse consumer and community groups. Ability to coordinate activities of public, private, and professional groups in health-related initiatives; address culturally diverse groups effectively; express ideas clearly and concisely. Ability to exercise independent judgment in evaluating situations and making recommendations.
