Job Description:
Job Summary:
We are seeking a highly skilled and experienced Program Specialist IV - HIV Prevention to join our team at the Texas Department of Aging & Disability Services. The successful candidate will work closely with the HIV Prevention Manager to develop, implement, and evaluate programs aimed at preventing HIV, STD, and HCV. The ideal candidate will have a strong background in adult education, community-based health and social services programming, and HIV prevention programming.

Key Responsibilities:
  • Develop and implement training curricula based on adult learning theory
  • Conduct training sessions, meetings, and seminars using various presentation platforms
  • Create reports, memorandums, correspondence, teaching aids, and other written documents
  • Plan, promote, implement, and deliver customized training programs
  • Provide capacity-building consultative services and contract monitoring of organizations funded to provide HIV/STD/HCV prevention services
  • Ensure compliance with state and federal mandates and program requirements through site reviews, technical assistance visits, and desktop reviews
  • Administer and oversee HIV/STD/HCV prevention services, including High-Impact Prevention strategies and evidence-based interventions
  • Perform advanced consultative services and technical assistance work
  • Plan and direct the development, implementation, and evaluation of HIV/STD/HCV programs provided by state and federal funded agencies
  • Collaborate closely with DSHS HIV/STD Regional Coordinators/Program Managers and other Branches and Units within the DSHS
  • Develop methods to evaluate the activities of organizations to ensure adherence to federal and state guidelines and standards
  • Review and provide technical guidance on programmatic quality assurance plans
  • Perform other duties as assigned

Requirements:
  • Knowledge of adult education principles
  • Knowledge of general marketing concepts, community engagement, and social media
  • Knowledge of community-based health and social services programming for persons with HIV disease, such as Ryan White programming
  • Knowledge of HIV, STD, and HCV prevention programming
  • Knowledge of local, state, and federal laws relating to HIV/STD/HCV
  • Skills in developing and implementing training curriculum
  • Skills in presenting community health information and group facilitation
  • Skills in clear and effective oral and written communication with culturally and professionally diverse audiences
  • Skills in organizing and writing reports using business English grammar and a professional/business writing style
  • Skills in conducting program oversight and evaluation
  • Skills in using internet, MS Word, Outlook, Excel, PowerPoint, and other computer applications
  • Ability to work effectively in a team within the Branch and with interdisciplinary staff
  • Ability to be resourceful and apply initiative to assigned tasks with limited supervision
  • Ability to prioritize workload and manage multiple tasks
  • Ability to take initiative in becoming involved with various work groups
  • Ability to exercise independent judgment in evaluating situations and making recommendations
  • Ability to develop and maintain effective working relationships with local health agencies, community-based organizations, and local planning and services coordination groups
  • Ability to provide constructive and critical feedback and guidance to programs
  • Ability to assist in developing policies and procedures
  • Ability to identify problems and formulate solutions by developing/implementing logical, effective, and realistic solutions

Working Conditions:
  • Works under minimal supervision with considerable latitude for the exercise of independent initiative, judgment, and action
  • May work in a fast-paced environment with multiple priorities and deadlines
  • May be required to work irregular hours, including evenings and weekends
  • May be required to travel to various locations, including local health departments, community-based organizations, and other contractors

Education and Experience:
  • Bachelor's degree in a related field, such as public health, health education, or social work
  • At least 5 years of experience in HIV prevention programming, program development, and implementation
  • Experience in adult education, community-based health and social services programming, and HIV prevention programming
  • Experience in developing and implementing training curricula, conducting training sessions, and creating reports and memorandums
  • Experience in providing capacity-building consultative services and contract monitoring of organizations funded to provide HIV/STD/HCV prevention services
  • Experience in ensuring compliance with state and federal mandates and program requirements through site reviews, technical assistance visits, and desktop reviews
  • Experience in administering and overseeing HIV/STD/HCV prevention services, including High-Impact Prevention strategies and evidence-based interventions
  • Experience in performing advanced consultative services and technical assistance work
  • Experience in planning and directing the development, implementation, and evaluation of HIV/STD/HCV programs provided by state and federal funded agencies
