Job OverviewPosition Summary

SAIC is seeking a Systems Engineer - Requirements Analysis Specialist to contribute to a dynamic program focused on advanced maritime capabilities. This role entails providing Systems Engineering and Technical Assistance (SETA) to support Enterprise-Level Systems Engineering (ESE), emphasizing governance and the execution of lifecycle management processes along with portfolio oversight at the Program Office level.

Key Responsibilities

Requirements Analysis:
  • Conduct comprehensive traceability from user capability needs to system specifications, establishing thresholds and objectives for validation.
  • Evaluate stakeholder requirements to ensure completeness and accuracy regarding expected services and operational scenarios, including conditions, constraints, and sustainment in relevant operational environments.
  • Facilitate consensus among stakeholders to ensure that the requirements or system of interest model accurately reflects agreed intentions.
  • Maintain up-to-date formal requirements management policies and procedures in alignment with program office objectives, while establishing best practices.
  • Monitor requirement modifications and maintain a verification traceability matrix, ensuring compliance artifacts are clearly linked to the originating source document.
Schedule Coordination:
  • Act as the primary liaison for the Program Office, responsible for developing, updating, and maintaining the integrated master schedule.
  • Identify, verify, validate, and report on Program schedule milestones and interdependencies across portfolios and projects.
  • Formulate and uphold policies and procedures for managing schedule risks.
  • Advocate for stakeholder engagement to implement tools or mechanisms that enhance program schedule management processes.
  • Lead or participate in periodic technical forecasting discussions to identify critical paths affecting capabilities or system development, employing systems engineering best practices.
  • Oversee schedules and deliverables; track actions; and provide status updates on efforts.
An ideal candidate will possess familiarity with Acquisition Management, Risk Management, Configuration Management, Digital and Model-Based Engineering Management, as well as Test and Evaluation, and Operations and Sustainment planning and support. ESE support will assist in standardizing systems engineering practices and knowledge levels while aligning internal practices with recognized systems engineering accrediting bodies and other Government Agencies.

Qualifications

Required Education and Experience:
  • Bachelor's degree in a technical discipline such as engineering, physical sciences, mathematics, or operations research, along with five (5) years or more of relevant experience; years of experience may be substituted for a degree.
Required Skills:
  • Experience in engineering combined with program/project management, focusing on overall cost, schedule, and technical risk to ensure timely delivery of systems.
  • Experience in one or more of the following areas: System Validation Plans, System Verification Plans (System Acceptance), Subsystem Verification Plans (Subsystem Acceptance).
Required Clearance:
  • An active Top Secret clearance with eligibility for access to sensitive compartmented information (TS/SCI) and the ability to complete a counter-intelligence (CI) scope polygraph (post-hire).
Desired Qualifications:
  • Familiarity with Systems Engineering Modeling Tools (e.g., Cameo), MS Project, SharePoint, and Service Now (e.g., Strategic Portfolio Management).
  • Previous Systems Engineering or Program Management acquisition certifications from the Defense Acquisition University or equivalent authority.
