Security Clearance: Candidates must be U.S. Citizens with a current and active TS/SCI clearance issued by the Department of Defense or an Intelligence Community agency. A successful completion of a Counterintelligence (CI) Polygraph is also required.

Role Summary:

ACS is in search of a Senior Systems Engineering Specialist to spearhead initiatives by employing a comprehensive approach to resiliency requirements engineering. This role encompasses the development of solutions engineering, scheduling, reliability, services development, integration, testing, evaluation, maintainability, and analysis across the National System of Geospatial-intelligence (NSG), Allied System of Geospatial-intelligence (ASG), and Federal Agencies to ensure the fulfillment of GEOINT resiliency requirements.

Key Responsibilities:
  • Support the Government in daily GEOINT resiliency tasks, including the review, creation, and validation of program and NGA studies, plans, and documents such as operational and functional requirements, system context diagrams, Concepts of Operations (CONOPS), Interface Control Documents (ICDs), and Standard Operating Procedures (SOP).
  • Guide the Government in requirements engineering, solutions engineering, scheduling, reliability, resiliency, services development, integration, testing, evaluation, maintainability, and analysis across NSG, ASG, and Federal Agencies.
  • Evaluate proposed changes, impacts, technical architectures, and documentation, including Rough Order of Magnitude (ROMs), Resilience Plans, and Continuity of Operations (COOP) planning documentation.
  • Assist in developing reference architectures, implementation plans, exercise plans, data strategies, and process flows related to COOP/Resiliency and GEOINT Resilient Operations, applying lessons learned across relevant projects.
  • Enhance the Government's understanding of Mission Essential Functions (MEF) and mission areas to inform priorities and resiliency analysis.
  • Engage in Integrated Product Teams (IPTs) and working groups to support the development and updating of program business plans, advocacy briefings, and schedules.
  • Facilitate government meetings, manage documentation, and ensure compliance with appropriate media/document security.
  • Contribute expertise in organizational and Major System Acquisition resiliency-to-requirements documentation and management for Mission Assurance/Resiliency program activities.
  • Oversee system security for multiple sites and systems, recommending and implementing security policies in line with current DoD and ODNI requirements.
  • Participate in GEOINT Resiliency and Mission Assurance plans and exercises.
  • Support the analysis and allocation of requirements to systems architecture components and executing programs.
  • Assist in executing the Mission Thread Analysis (MTA) to identify necessary tools and systems for the Resiliency Prioritization Framework.
  • Lead Analysis of Alternatives (AoAs), Course of Actions (CoAs), Trade Studies, and Engineering Assessments related to NGA's Resiliency Capabilities.
  • Support strategic technical planning, project management, performance engineering, risk management, and interface design.
  • Provide expert guidance on aligning vision, strategy, plans, needs, requirements, and capability developments.
  • Coordinate the work of Senior, Mid, and Junior-level contractor Systems Engineers.

Required Qualifications:
  • Master's degree in Systems Engineering or related technical/scientific fields (e.g., engineering, physics, mathematics, operations research, engineering management, Computer Resources Information Management, Information Systems) or equivalent Expert Level work experience as a Systems Engineer.
  • Extensive experience in government or industry in relevant areas, including DoD/IC Acquisition Process, Requirements Process, NGA Production and Dissemination, IC TCPED, or systems engineering of large complex Systems of Systems or Service Oriented Architecture/Cloud environments.
  • Experience with agency-level Resiliency activities.
  • Familiarity with the systems engineering lifecycle.

Desired Qualifications:
  • Experience with Model Based Systems Engineering, processes, tools, and languages.
  • Knowledge of Software Development Frameworks.
  • Background in geospatial intelligence.
  • Experience in engineering solutions using Cloud-based technologies.
  • Expertise in architecting solutions utilizing Automation, Artificial Intelligence, and Augmentation technologies.
  • Familiarity with current NSG/ASG and NRO enterprises.
  • Experience in photogrammetry, remote sensing, image science, information sciences, geographic information systems, geomatics, or related fields.

  • Master's degree in Systems Engineering or related technical/scientific fields or equivalent Expert Level work experience as a Systems Engineer.

  • 18 years with a master's degree.
