Position Title: Area Manager

The West Side Federation for Senior and Supportive Housing, Inc. (WSFSSH) is dedicated to delivering secure and affordable housing alongside supportive services in a community setting that promotes the independence and dignity of each individual. WSFSSH is engaged in the development and management of housing while providing essential social services to low-income seniors, many of whom may face mental health challenges or have a history of homelessness. Currently, WSFSSH oversees nearly 2400 housing units across 29 properties in urban settings.

Position Summary: In this newly established role, the Area Manager will report directly to the Deputy Director/Chief Operating Officer. The primary responsibility of the Area Manager is to ensure the effective and safe management of properties owned and operated by WSFSSH. This role involves implementing operational procedures and management best practices that guarantee the efficient functioning of properties within budgetary constraints and in compliance with applicable regulations, ensuring that residents maintain stable housing. The Area Manager will lead a team of property managers responsible for individual or grouped properties.

Key Responsibilities:

  • Oversee property management operations for a portfolio of properties.
  • Supervise the Property Management Team.
  • Ensure accurate and timely reporting for assigned properties, including portfolio health, vacancies, delinquencies, budgets, staffing, audits, and inspections.
  • Collaborate with the central Facilities team to uphold the highest standards of excellence. Conduct monthly visits and inspections of properties with property managers and maintenance staff to assess maintenance, grounds, and housekeeping operations for efficiency.
  • Work closely with leasing and compliance teams to identify issues and ensure adherence to policies related to the Landlord Tenant Act, Section 8, Fair Housing practices, LIHTC, and relevant funding sources.
  • Facilitate coordination between management and social services, attending combined meetings regularly.
  • Monitor landlord-tenant relations and ensure legal matters are tracked appropriately. Review and approve legal expenses exceeding specified amounts.
  • Provide insights to the CFO and Deputy Director regarding annual operating and capital budgets; monitor budget performance and prepare periodic reports.

Qualifications:

  • Minimum of six years of experience in property management or related fields, including managing multiple properties.
  • At least four years of experience in a leadership role.
  • Comprehensive knowledge of Section 8 housing programs, LIHTC certification, and housing subsidy programs, including their marketing requirements.
  • Familiarity with various housing programs and their marketing requirements is preferred.
  • Proficient in Microsoft Excel, Word, Outlook, and Teams.
  • Experience with RealPage property management software or similar systems.
  • Strong communication skills, with the ability to engage effectively with diverse populations and senior management.
  • Experience working with individuals facing homelessness, substance abuse histories, or serious mental health issues is preferred.
  • Demonstrated leadership capabilities with a focus on fostering positive change.
  • Team-oriented mindset with the ability to perform well under pressure and meet deadlines.
  • Ability to interact professionally with staff, residents, visitors, vendors, and inspectors.
  • Capacity to make independent decisions and manage stressful situations effectively.
  • Availability for emergencies, including weekends and evenings as necessary.
  • Authorized to work in the United States.
