POSITION SUMMARY: The Housing Operations Manager is tasked with overseeing the daily management and efficient functioning of the Coalition's properties, which encompass two residential programs aimed at supporting formerly homeless families and a small commercial space utilized as the Coalition's main office. Reporting directly to the Director of Operations and Technology, the Housing Operations Manager is responsible for supervising staff, managing property budgets, ensuring facility upkeep, and addressing compliance matters across all locations. In the residential settings, this role also involves fostering positive resident relations and collaborating with the Social Services team to maintain stable housing for residents in a secure and well-kept environment. Additionally, the Housing Operations Manager acts as the Fire Safety Director/Emergency Action Plan Director (FSD/EAP) at the Coalition's headquarters, ensuring adherence to fire and safety regulations.

QUALIFICATIONS: A Bachelor's degree in real estate development, property management, urban planning, or business, particularly within the affordable housing sector, is preferred. A minimum of five years of experience in property management is essential. Familiarity with property management software such as MRI, along with proficiency in Microsoft Excel and other Office applications, is required. Experience with supportive housing initiatives and services for individuals who have experienced homelessness is crucial. Knowledge of working with City and State agencies is also necessary. Strong communication skills with diverse populations are essential, and experience with individuals who have faced homelessness is highly desirable. A FLSD Certificate of Fitness is strongly preferred. Proficiency in English is required, and Spanish language skills are a plus.

Key Responsibilities:

  1. Collaborate closely with Social Services and Finance teams to manage tenant invoicing and receipts.
  2. Ensure compliance with government programs such as Section 8 and low-income housing tax credits, while maintaining positive relationships with oversight agencies.
  3. Oversee income certification and verification processes, ensuring compliance with various regulatory agreements.
  4. Maintain current licenses, operating certificates, and other essential documents.
  5. Work with Social Services to manage the leasing of vacant units in accordance with regulatory agreements and fair housing practices.
  6. Assist new residents with their move-in process and orientation.
  7. Uphold resident rights consistently.
  8. Build strong relationships with residents to enhance community engagement.
  9. Monitor resident satisfaction regarding building operations and staff interactions.
  10. Engage in quarterly meetings with Finance, Operations, and Social Services to address tenant concerns and operational issues.
  11. Coordinate with Social Services on tenant matters and facilitate referrals as needed.
  12. Contribute to the preparation of annual operating budgets.
  13. Maintain accurate tenant records in the MRI system.
  14. Ensure timely reporting of unit, resident, and vacancy information as required.
  15. Track apartment turnover and participate in tenant selection processes.
  16. Supervise maintenance staff and collaborate with the Director of Operations & Technology to ensure efficient service delivery.
  17. Guarantee that all residential units and common areas are well-maintained.
  18. Ensure cleanliness and upkeep of the property grounds.
  19. Conduct annual inspections and coordinate necessary repairs.
  20. Act as a liaison with vendors and contractors for maintenance-related matters.
  21. Manage supply orders in consultation with the building superintendent.
  22. Keep detailed records of service and equipment performance.
  23. Serve as the primary contact for legal matters related to tenant proceedings.
  24. Participate in training and development activities as required.
  25. Submit all necessary reports promptly.
  26. Assist with additional tasks as assigned.

SALARY: $85,000 - $95,000
